Key Responsibilities:

·       Conduct analytical reviews and spot checks across all stages of the health product life cycle, including product selection, quantification and forecasting, procurement, supply planning, warehousing, distribution (including last mile), rational use, regulation and quality assurance, and waste management.

·       Evaluate health system operations and legal frameworks governing the pharmaceutical and laboratory sectors, including regulatory compliance, operational frameworks for medical stores, and the flow of health products and funds.

·       Assess and interpret complex procurement and supply chain management models for health products, including demand forecasting and supply delivery mechanisms.

·       Proactively identify procurement and supply chain risks, and provide effective, practical solutions to address them.

·       Ensure adherence to best practices in procurement, distribution, and quality assurance of health products, contributing to the overall efficiency and integrity of the health supply chain.   

Candidate Profile:

  • Master’s degree (or equivalent) in Pharmacy, Public Health, Medicine or a related field.
  • Professional training in procurement and supply management (PSM) of health products, logistics and/or public health.
  • Minimum of 9 years’ experience working as a PSM expert of health products with donors and international development agencies, including experience in West Africa.
  • Experience/expertise in assessing policies, systems and structures in the public and/or private health sector as well as the procurement of health products including regulations and tendering process.
  • A good understanding of HIV/AIDS, Tuberculosis, and/or Malaria market dynamics and existing global supply challenges as well as international health products procurement and supply management practices, applicable national and international laws and recognised standards.
  • Prior experience with the Global Fund and other major development programmes in multiple countries is highly desirable.
  • Exceptional interpersonal, diplomatic, and communication skills, with the ability to engage senior officials and professionals from diverse backgrounds.
  • Excellent verbal and written proficiency in both English and French.
