Project Description:
The EmpowerHER project aims to advance gender equality and protect the rights of women and girls by strengthening prevention of and response to sexual and gender-based violence (SGBV) in Kiribati, Solomon Islands, and Tonga. The project works through locally led civil society organizations, women’s rights organizations, and community, traditional, and faith leaders to challenge harmful social norms, promote positive behavior change, and strengthen survivor-centered, trauma-informed, and rights-based approaches to SGBV prevention and services. By supporting community awareness, engaging men and boys, strengthening CSO advocacy, and enhancing government accountability and coordination, EmpowerHER contributes to safer communities, improved access to justice and services for survivors, and the realization of women’s and girls’ human rights across the Pacific.

Conditions of Employment This is a full-time position based in Suva, Fiji or Honiara, Solomon Islands until March 31, 2028, reporting to the Finance Manager (Pacific), based in Fiji. The position is a 12-month period contract with an option for annual renewal based on job performance.

Key Responsibilities
The Finance Coordinator will support the Finance Manager (Pacific) by administering EmpowerHER project finances consistent with Alinea policy, donor requirements and respective project country laws. The Finance Coordinator will maintain accurate financial records and prepare timely, accurate financial reports contributing vital information to project management decisions. These reports will be provided to Finance Manager (Pacific) who will review and forward them to Alinea Canada office for project monitoring and to be incorporated into financial reports to the Alinea board of directors and to the project donor.

The Finance Coordinator will oversee financial management of each sub-grant, ensuring that regular reviews of partner records include adequate documentation to support reasonable and allowable expenses claimed to the project.

Financial duties will include, but not be limited to:

  • Administer the use of EmpowerHER project finances in compliance with Alinea policy, donor requirements and respective project country laws.
  • Lead the monthly collection, review, and verification of financial acquittals from the sub-grant partners. Ensure all expenses are supported by adequate, auditable documentation (receipts, invoices, timesheets) in line with GAC and Alinea standards. Maintain a systematic electronic and physical filing system for all grant-related financial records.
  • Review all proposed budgets submitted by partners to ensure reasonability and appropriateness of the proposed use of funds.
  • Perform monthly Budget vs. Actual (BvA) analysis for each partner to track expenditure against approved work plans. Flag significant variances or potential overspends to project leadership.
  • Complete general accounting functions on a timely basis, including accounts payables paid within terms and accounts receivable actively managed. Maintain multi-currency accounting systems, general ledgers, sub-ledgers and job costing systems as required. Complete month-end closing and journal entry preparation and bank reconciliations for each sub-grant partner. Maintain detailed and accurate records for all financial transactions in an organized and professional manner.
  • Facilitate timely cash disbursements to partners by reviewing advance requests against their liquidations and upcoming planned activities. Monitor bank balances and fund movements to ensure partners have sufficient liquidity for project operations
  • Advise and support partners on procurement processes to ensure they comply with Alinea procurement policies.
  • Facilitate regular finance meetings with partners to align financial performance.
  • Facilitate regular internal and external audits of the project and of partners.
  • Ensure Alinea’s program adheres to relevant Pacific Island laws, including financial reporting, tax, labour and proper registration with all relevant authorities as required.
  • Oversee the management of grants to local partners. This includes assessing financial management capacity of each local partner and providing recommendations for training to ensure that each partner has systems in place that will allow them to manage the project funds granted to them.
  • Conduct other duties assigned by the Finance Manager (Pacific) or the EmpowerHER Field Manager based in Honiara.

    Required Qualifications:

  • Minimum of 5 years of experience in finance management of a complex internationally-funded project.
  • Excellent capacity with Microsoft Office software: Excel, Word, PowerPoint etc.
  • Experience with financial management in compliance with requirements of major donors.
  • Experience supporting local NGO partners with donor compliance requirements.
  • Experience with multiple sub-grant relationships is a plus.
  • Bachelor’s degree in finance, accounting, or a relevant field plus extensive experience in financial management.
  • Excellent organizational, leadership and management skills
  • Ability to work under pressure and adapt to situations as required due to changes on the ground
