Call for Technical Experts – Climate Change Stocktake, Sectoral Analysis, and National System Design

Sistem Global is expanding its pool of qualified experts in the field of climate change mitigation, adaptation co-benefits, national stocktake systems, sectoral analysis, climate data architecture, and institutional capacity development.

The assignment is expected to include technical and analytical work related to the design of a national stocktake system architecture, baseline and gap analyses, stakeholder and sector assessments, indicator development, trend analysis, reporting structures, analytical tools, and training activities to support climate policy implementation and progress tracking.

We are particularly interested in hearing from experts with solid experience in one or more of the following areas:

1. Climate Change Mitigation Experts
Professionals with demonstrated expertise in climate mitigation policies, measures, and implementation frameworks, including sectoral mitigation analysis, emissions reduction pathways, and support for climate target tracking.

2. Climate Change Adaptation and Resilience Experts
Experts with experience in climate adaptation, adaptation co-benefits, resilience planning, and the integration of adaptation-related considerations into broader climate policy and monitoring systems.

3. Nationally Determined Contribution (NDC) / Climate Policy Experts
Professionals with strong background in NDC-related analysis, climate policy frameworks, implementation monitoring, and assessment of progress toward national climate commitments.

4. National Stocktake / Climate Monitoring System Experts
Experts with practical or analytical experience in the design, development, or implementation of national climate monitoring, stocktake, tracking, or reporting systems linked to international climate frameworks. The assignment foresees the preparation of a National Stocktake System Plan and the development of a National Stocktake System Architecture.

5. Climate Data and Quantitative Analysis Experts
Experts with experience in quantitative climate-related data systems, indicator development, trend analysis, methodological design, and data interpretation for climate monitoring and reporting. The assignment includes indicator determination, trend analysis, and quantitative input guidelines.

6. Climate Reporting Experts
Experts with experience in preparing synthesis reports, collective progress reports, reporting structures, and evidence-based analytical documents related to climate policy, sector performance, and national implementation progress. The assignment includes multiple sector synthesis reports, a collective progress report, and a reporting structure guideline.

7. System Architecture / Data Flow / IT-Oriented Experts
Professionals with experience in system architecture design, data flows, information structures, and functional design of integrated monitoring or reporting systems. The National Stocktake System Architecture is expected to define components, data flows, interactions, and mechanisms for data collection, storage, and integration.

Indicative Requirements

• University degree in a relevant field such as environmental engineering, climate science, economics, statistics, public policy, data analysis, urban and regional planning, agriculture, forestry, transport, energy, or other related disciplines
• Proven professional experience in one or more of the thematic areas listed above
• Prior experience in donor-funded, institutional capacity-building, climate policy, or public-sector technical assistance projects is an asset
• Experience in climate monitoring, NDC implementation, sectoral analysis, or reporting systems is highly desirable
