About the Project
Nicholas O’Dwyer has been shortlisted to provide consultancy services for the Kigali Climate‑Smart Wastewater Management Project (KCSWMP), which is financed by the Asian Infrastructure Investment Bank (AIIB) and implemented by the Water and Sanitation Corporation (WASAC), with the project focusing on the climate‑smart and climate‑resilient design of wastewater conveyance systems, as well as wastewater treatment and the reuse of treated effluent.
The KCSWMP is planned to commence in July 2026 and will be delivered over a 12 month period, during which the Consultant will undertake feasibility studies to identify technically viable and climate resilient wastewater solutions for Kigali; prepare an Environmental and Social Impact Assessment compliant with national legislation and AIIB Environmental and Social Standards, including a consolidated Environmental and Social Management Plan; develop construction ready detailed engineering designs covering collection, conveyance, treatment, disposal and septage management, fully integrating environmental, social and climate resilience requirements; and provide procurement support through the preparation of tender and bid documentation for competitive construction procurement.
About the Role
Nicholas O’Dwyer is seeking a Project Manager/Team Leader to lead our team composed of 15 Key experts. This expert is expected to be a high-calibre senior professional, with strong technical depth, international project exposure, and the leadership ability to work effectively in developing country contexts.
The Team Leader is expected to be based in Kigali, Rwanda for the duration of the project , and will hold overall responsibility for the technical, managerial and administrative delivery of the assignment, acting as the primary point of contact with the client and other key stakeholders throughout the project lifecycle.
Core Responsibilities
Key Responsibilities of this role are listed below; this is by no means an exhaustive list:
• As a Project Manager working in collaboration as part of a larger team is essential for this role.
• Overall responsibility for the technical, managerial and administrative delivery of the assignment in accordance with the Terms of Reference and contract requirements.
• Primary point of contact with the Client and key stakeholders, ensuring effective communication and timely decision‑making throughout the assignment.
• Coordination and integration of all project components, including the feasibility study, ESIA and detailed engineering design, to ensure consistency, quality and alignment across disciplines.
• Leadership and supervision of the multidisciplinary project team, including planning, scheduling, resource management and performance oversight.
• Oversight of technical quality assurance and control for all deliverables, ensuring compliance with national regulations, AIIB Environmental and Social Standards and international good practice.
• Strategic guidance on the development of climate‑resilient and sustainable wastewater solutions appropriate to Kigali’s institutional, operational and environmental context.
• Coordinate with local authorities, government bodies, utilities, and community groups
• Management of stakeholder engagement activities and support to consultation processes associated with the ESIA and design development.
• Support procurement processes and preparation of technical and contractual documentation
• Prepare clear, concise, high-quality reports, drawings, specifications and deliverables aligned with industry standards and project requirements
• Responsibility for timely submission of reports and deliverables and for supporting the Client through review, approval and decision‑making processes.
• Travel across project locations as required
• Promote sustainability, climate resilience and safe working practices across all project stages
• Maintain a culture of continuous improvements across all aspects of the working environment and projects.
Qualifications and Experience Requirements
• Master’s degree in Civil Engineering, Construction Management or Sanitary Engineering, proven by copies of academic certificates
• Minimum 12 years professional relevant experience in the infrastructure sector.
• Well-developed and proven technical competence in Civil / Sanitary Engineering, with a strong background in wastewater management, treatment and reuse preferred.
• Strong background in preparing feasibility studies, detailed design development and oversight of multidisciplinary teams is required
• Previous experience in Rwanda, East Africa and/or other developing countries in Africa is required.
• Proven experience on multilateral development banks or International Donor Agency funded projects (highly desirable)
• Excellent knowledge of FIDIC contract conditions (FIDIC Red and FIDIC Yellow in particular)
• Completed successfully at least three projects with similar scope of work as a Project Manager or Team Leader (involving preparation of FSR for wastewater project, detailed engineering design of wastewater or sewer network projects including technical, environment and social aspects). Proof of involvement and successful completion of the three projects to be provided.
• Outstanding communication, team leadership and stakeholder engagement skills
• Strong cultural awareness and ability to work in diverse teams
• Ability to undertake periodic travel and site visit in Rwanda
• Strong financial and commercial awareness with ability to manage budgets, forecasts, and reporting.
• Excellent time management skills, with the ability to prioritise work and manage many tasks concurrently.
• Commitment to innovation, sustainability, and continuous improvement in design and delivery.
• Fluent in English; additional local languages an advantage
• Competent in office packages, Microsoft, excel PowerPoint etc.
