EU funded "Bridging Inequalities Through Greener Municipalities" Project: The objective of this project is to support four selected municipalities in South Africa in transitioning towards greener, more inclusive, climate-resilient, and sustainable service delivery systems. The project aims to strengthen municipal governance and institutional capacity, facilitate green investments in key sectors such as water, energy, waste management, and sanitation, and enhance community resilience through gender-responsive and participatory approaches. Through technical assistance, capacity building, and investment facilitation, the action will contribute to South Africa’s Just Energy Transition and climate commitments while improving equitable access to essential municipal services.
Key expert 1: Team leader
Qualifications and skills
1) Educational Qualification required: Master’s degree in engineering, or related fields.
2) A bachelor’s degree with an additional 5-year general professional work experience may replace the Master’s degree.
3) Proven knowledge of South Africa Local Government sector and Environmental Affairs legislations.
4) Fluency in English.
5) An accredited certificate in project management would be advantageous.
General professional experience
6) A minimum of 10 years of general professional experience, acquired after the qualification, in Urban planning and similar fields.
7) At least 2 Team Leader experiences of a minimum duration of one year, in EU funded projects or in international development partner financed projects.
Specific professional experience
8) At least 6 years’ experience in strategic planning and/or financing for municipalities in middle income countries3 that are similar to South Africa.
9) Proven experience in public sector management in a management position would be considered an advantage.
