EUROPEAN PROFILES S.A. (GR) is looking for experts for the implementation of the following Framework Contract: Technical assistance to the High Commission for Planning (HCP) for studies dealing with gender

Overall objective

The overall objective of this technical assistance is to strengthen the capacities of the High Commission for Planning to conduct in-depth and specific studies aimed at understanding and analyzing the dimensions of equality in Morocco. This includes assessing gender inequalities from various angles such as territorial, demographic, economic, and social perspectives, in order to contribute to better-informed and more effective public policies in favor of gender equality.

 

Specific objective(s)

  • SO1:Analyze and map gender inequalities in Morocco using 2014 and 2024 census data
  • SO2:Analyze structural transformation through a gender-sensitive approach
  • SO3:Assess impact of demographic change and gender inequality on pension systems
  • SO4:Analyze women's contribution to agricultural growth using CGE modeling
  • SO5:Profile women entrepreneurs in the informal economy
  • SO6:Analyze NEET youth (especially women)
  • SO7:Improve the automated gender data system
  • SO8:Strengthen dissemination and use of gender study results

Expertise

The technical assistance team will be composed of a team of category I and II experts. These various experts will collectively be responsible for responding to the objectives and results to be achieved in these terms of reference.

The contractor is responsible for the recruitment and mobilization of experts.

 

The minimum requirements covered by the entire expert team are detailed below:

All team members must have the following skills and experience and respect

the following conditions:

  • Minimum level of education: university studies completed of at least 3 years, attested by a diploma. In his absence, an equivalence of professional experience of 5 years is required.
  • Experience in facilitating and moderating workshops and trainings,
  • Good communication and representation skills in both technical and non-technical audiences,
  • Excellent analytical, synthesis and strategic reporting skills.
  • Mastery of the conceptual framework of the Sustainable Development Goals (SDGs), in particular SDG 5 (gender equality) and SDG 8 (decent work and economic growth).
  • Very good command of the French language (spoken and written) CEFR - Level C1
  • Knowledge of the Arabic language and/or Darija (CEFR - Level B2 or higher) will be considered an advantage.
  • Experience in institutional or collaborative contexts with public administrations or applied research organizations (strong asset).

Expert or team of experts 1 in connection with deliverable 1: CAT II: Expert in Gender Inequalities and Territorial Analysis Cartography and Public Policies

 

The minimum requirements covered by the entire expert team or expert for the completion of SO1 are detailed below:

 

Required Qualifications and Competencies:

  • Higher education degree in statistics, demography, development economics, economic geography or related disciplines, proficiency in statistical processing and analysis tools
  • Excellent understanding of gender inequality issues and how they relate
  • with territorial dynamics.
  • Strong methodological design skills (development of analytical frameworks,
  • definition of indicators, structuring of comparative analyses).

Specific professional experience:

  • Proven expertise (minimum 6 years) in the analysis of socio-economic inequalities, including gender inequalities.
  • Proven experience in the development of methodological frameworks and the construction of gender-specific indicators adapted to fine territorial analyses (municipalities, circles, provinces).
  • Proven experience (minimum 5 years) in the exploitation, processing and analysis of data from large-scale censuses and/or surveys, including harmonization and temporal comparison exercises (e.g. RGPH 2014-2024).
  • Expertise in spatial analysis and mapping of territorial inequalities (production of thematic maps, territorial typologies, identification of priority areas).
  • Experience in formulating operational recommendations in support of public policies and territorial planning.
  • Experience in institutional contexts or with public administrations (strong asset).
  • Experience in developing dashboards and visualization tools is desired
  • (ideally interactive).

Language and technical skills:

  • Advanced proficiency in statistical processing and analysis tools (R, STATA or equivalent).
  • Proficiency in spatial analysis tools and geographic information systems (GIS)
  • (ArcGIS, QGIS, or equivalent).
  • Good command of data visualization and dashboard development tools (Power BI, Tableau or equivalent) is desired.
  • Ability to manage, document and harmonize complex and large databases.

 

Expert 2 in connection with deliverable 2: CAT II: MEGC Economist Sectoral Dynamics and Gender Integration

 

Required Qualifications and Competencies :

  • Higher education diploma in economics, econometrics, statistics, economics of economics
  • development or related disciplines.
  • Excellent understanding of the challenges of structural transformation, growth
  • and sector analysis.
  • Good knowledge of gender inequality issues and their integration into the
  • economic analyses.

Specific professional experience :

  • Proven expertise (minimum 6 years) in structural analysis and sectoral dynamics
  • with the integration of the gender dimension.
  • Proven experience (minimum 6 years) in the exploitation and analysis of macroeconomic and microeconomic data.
  • Proven expertise in the design, development and/or use of Computable General Equilibrium (CGE/CGE) models or equivalent sectoral economic models.
  • Experience in the construction of social accounting matrices (SAMs) and their disaggregation.
  • Proven experience in simulating economic scenarios and analyzing their impacts on employment, productivity and sectoral structure.
  • Experience in the development of gender-specific sectoral indicators (employment, productivity, informality, human capital, intersectoral mobility).
  • Experience in micro-macro data matching and in the harmonization of databases
  • complex data.

Language and technical skills:

  • Advanced mastery of statistical and econometric analysis tools (R, Python, STATA,
  • GAMS or equivalent).
  • Mastery of economic modeling tools, in particular MEGC/CGE type platforms.
  • Good command of data management, processing and documentation tools (macro and micro databases).
  • Proficiency in data visualization and dashboard production tools (Power BI, Tableau or equivalent).

 

Expert 3 related to deliverable 3: CAT I: OLG-Pissarides Senior Modeling Expert

 

Required Qualifications and Competencies :

  • Higher education degree in economics with a specialization in nested generational general equilibrium modelling applied to pension systems or labour markets.
  • Excellent ability to transfer skills to internal technical teams.

Specific professional experience :

  • Proven expertise (minimum 12 years) in the design, calibration and operation of OLG models for the evaluation of pension system reforms;
  • Demonstrated experience in integrating research-matching (Pissarides) labour market frictions into multi-sectoral OLG models with an endogenous informal sector is required.
  • Previous experience in developing economies with a high informal sector and low female participation is a necessary requirement.
  • Experience in Morocco or in a structurally comparable economy, characterized by high informality, low female participation and accelerated demographic transition, is required.
  • Simultaneous disaggregation by gender and/or level of education must have been implemented
  • work in at least one previous documented project.
  • Proven experiences in the following themes: pension economics and analysis of the sustainability of pension systems, employment informality and formalization dynamics, gender inequalities in the labor market and in the accumulation of pension rights, and population aging in middle-income countries.

Language and technical skills:

  • The mastery of GAMS for the implementation of dynamic general equilibrium models is a necessary condition

 

Expert 4 related to deliverable 4: CAT II: Expert in CGEM Modelling for Agricultural and Gender Policy

 

Required Qualifications and Competencies :

  • Advanced degree in applied economics, econometrics, statistics or related disciplines.
  • Good ability to work with multi-source data and collaborate with multidisciplinary and institutional teams.
  • In-depth knowledge of gender and rural development issues in Morocco, as evidenced by previous publications or studies.
  • Ability to work with multi-source data (household surveys, national accounts, etc.) and ensure their processing and consistency for modelling.

Specific professional experience :

  • Have conducted similar quantitative studies (use of CGME for agricultural or gender policies).
  • Proven experience in CGME modelling, with successful applications in the agricultural or social sectors.
  • Experience in research supervision and leading multidisciplinary teams would be a major asset

Language and technical skills :

  • Advanced proficiency in modeling software (GAMS, STATA, R) and quantitative analysis techniques.

 

Expert 5 in connection with deliverable 5: CAT II: Expert in Women's Entrepreneurship and Informal Economy

 

Required Qualifications and Competencies :

  • Advanced degree in applied economics, statistics, economic sociology, social sciences or related disciplines;
  • Good knowledge of the socio-economic and cultural mechanisms influencing
  • women's entrepreneurship and access to productive resources.
  • Mastery of methodological approaches combining quantitative and qualitative analyses,
  • development of analytical frameworks and definition of gender-specific indicators.
  • Knowledge of the Moroccan socio-economic context and employment dynamics
  • women in the informal sector.

Specific professional experience :

  • Proven expertise (minimum 7 years) in the analysis of the informal economy, employment
  • and women's entrepreneurial dynamics.
  • Experience in developing methodological frameworks and indicators to assess the determinants of women's economic integration and the typology of informal units.
  • Proven experience (minimum 5 years) in the exploitation, processing and analysis of data from statistical surveys, administrative databases or other secondary sources.
  • Skills in socio-economic segmentation and profiling, analysis of career paths and construction of standard profiles.
  • Experience in the development of dashboards and data visualization tools (ideally interactive) and executive summaries adapted to public decision-making is desired.
  • Experience in formulating operational recommendations to support public policies for the promotion of women's employment and the formalization of the informal sector.

Language and technical skills:

  • Advanced proficiency in statistical and econometric analysis tools (STATA, R, SPSS or
  • equivalent).
  • Skills in data visualization and dashboard development (Power BI, Tableau or equivalent).

Expert 6 in connection with deliverable 6: CAT II: Expert in Youth Employment, NEET Dynamics and Gender-Territory Analysis

 

Required Qualifications and Competencies:

  • Higher education degree in economics, applied statistics, sociology,
  • social sciences or related disciplines.
  • Expertise in analyzing labor market dynamics, especially of young NEETs,
  • youth unemployment and professional integration;
  • Mastery of gender issues and socio-economic determinants of employment
  • young people;
  • Ability to design gender-specific and territorialized analytical frameworks and indicators;
  • Ability to handle multi-source databases;

Specific professional experience:

  • Minimum 6 years of experience in labour market analysis, in particular of youth, informal employment and NEET populations;
  • Experience in creating standard profiles and monitoring the careers of young people over several years;
  • Proven experience in the use of data from national surveys and administrative databases, with the ability to harmonize and monitor time;
  • Mastery of territorial analysis and statistical mapping;

Language and technical skills:

  • Proficiency in statistical and econometric tools (STATA, R, SPSS or equivalent);
  • Proficiency in visualization and dashboard tools (Power BI, Tableau or equivalent)
  • Competence in the management and harmonization of complex and multi-source databases.

 

Expert 7 in connection with deliverable 7 to 11: CAT II: Data Engineer Manager or Data Architect (Head of

technical team)

 

Required Qualifications and Competencies:

  • Advanced degree in computer science, software engineering or data science in initial training or retraining in full stack development appreciated

Specific professional experience:

  • Minimum 5 years of experience in data architecture design (data lakes, warehouses, REST APIs) with significant experience in full stack development (React/Vue front-end + Node.js/Python/Java back-end)
  • Minimum 3 years of experience in leading a technical team (project manager or tech lead) in data integration or software development projects
  • Proven experience in software testing (unit, integration, end-to-end) and code quality assurance (CI/CD, code review, test coverage)
  • Experience in setting up monitoring logs and auditable log systems; knowledge of open data and GDPR standards (asset)

Language and technical skills:

  • Data architecture (Data Lake, Data Warehouse), SQL/NoSQL (PostgreSQL, MongoDB), Python, React/Vue, Node.js, ETL tools (Apache NiFi, Talend), CI/CD (GitHub Actions, Jenkins), testing frameworks (Pytest, Jest), Docker/Kubernetes.

 

Expert 8 in connection with deliverables 7 to 11: CAT II: Data Engineer / Devops

 

Required Qualifications and Competencies:

  • Degree in computer science or software engineering or data
  • Strong hands-on experience in data engineering and full-stack development
  • Ability to document flows and architectures

Specific professional experience:

  • Minimum 4 years in design and deployment of ETL pipelines (Apache NiFi, Talend, Python) and management of relational (PostgreSQL, MySQL) and non-relational (MongoDB) databases
  • Automate data ingestion from the base to the platform
  • Ensure data quality (controls, logs, alerts)
  • Optimize query and flow performance
  • Manage deployment (Docker, CI/CD)
  • Experience in setting up scheduling (automatic jobs) and error handling

Expert 9 in connection with deliverables 7 to 11: CAT II: Data Analyst /Data viz

 

Required Qualifications and Competencies:

  • Degree in Computer Science, Statistics or Data Science
  • Training or hands-on experience in full stack development and data analytics.
  • Ability to popularize and present complex analyses to a non-technical audience;
  • Experience in training or coaching teams (asset)

Specific professional experience:

  • Minimum 5 years in data analysis and production of statistical reports (dashboards, summary indicators, data storytelling)
  • Experience in full stack development (React/Vue front-end + Python/Node.js back-end) to contribute directly to the development of visualization interfaces
  • Experience in data processing, validation and data cleansing
  • Experience in projects related to social statistics, gender equality or policy (major asset)
  • Test and validate visualizations

Language and technical skills:

  • Python (Pandas, NumPy, Matplotlib), SQL, R (asset), Tableau/Power BI, D3.js, Flourish, React/Vue, HTML/CSS/JS, Advanced Excel, Git, data storytelling principles, and visual storytelling.
