Description

WEglobal is currently preparing for the implementation of the EU-funded project “Technical Assistance on Alignment of Ukraine's Competition and State Aid Frameworks with the EU” and is seeking highly qualified experts for key positions.

The overall objective of the project is to support Ukraine’s accession-related alignment with the EU acquis in the fields of competition and State aid, including SGEI/PSO-related aspects, through the strengthening of the legal framework, enforcement practices, and institutional capacities of the Antimonopoly Committee of Ukraine (AMCU) and other relevant public authorities.

Location: Kyiv, Ukraine and home-based
Indicative start date: September 2026
Duration: 36 months

Key Expert 1: Team Leader, Antitrust and Merger Control Senior Expert, minimum of 660 FTE

Qualifications and skills
1.1 At least a Master’s degree (or equivalent) in law, economics, public administration, public policy, European studies or another discipline directly relevant to competition policy or a bachelor’s degree in the same fields plus at least 880 FTE of relevant professional experience in addition to requirement 1.4.
1.2 Advanced English language skills of at least level C1 (understanding, speaking, writing in accordance with the Common European Framework of Reference for Languages (CEFR)).
1.3 Asset: A good command of Ukrainian of at least B2 (understanding, speaking, writing in accordance with CEFR).

General professional experience
1.4 At least 2 200 FTE12 of professional experience directly related to Chapter 8 (Competition Policy) of the EU acquis.

Specific professional experience
1.5 At least 1 100 FTE13 of professional experience within or in support of one or more of the following institutions: an EU Member State national competition authority, DG Competition of the European Commission, a competition authority of an EU candidate country, performing tasks directly related to antitrust enforcement, merger control or competition enforcement procedures.
1.6 Asset: Experience as team leader, deputy team leader, project manager or similar coordination role in at least one EU-funded or donor-funded technical assistance project related to competition policy, competition law or approximation to the EU acquis, with a minimum project duration of twenty-four (24) months.
1.7 Asset: At least 220 FTE14 of recent professional experience (within the past six (6) years) supporting an EU candidate country in the EU accession process in the area of antitrust, merger control or competition enforcement under Chapter 8 (Competition Policy), including screening, acquis approximation, negotiation inputs or enlargement reporting.
