EUROPEAN PROFILES S.A. (GR) is looking for experts for the following Framework Contract: "Support for Prison Reform in Morocco"

General objective

The overall objective of the project is to support the process of reforming the prison system initiated by Morocco, with a view to strengthening democratic governance and the rule of law.

 

Specific objective(s)

In line with the DGAPR's strategy, this contract has the following specific objectives:

  • OS1. Supporting the fight against recidivism.
  • OS2.Improve the social reintegration policy for prisoners.
  • OS3.Strengthen the capacities of DGAPR prison staff.
  • OS4.Improve the quality of CNFC training engineering.
  • OS5. Supporting the DGAPR in the execution and monitoring of alternative sentences.
  • OS6.Capitalize on and communicate the actions and results of the project.

Expertise

The technical assistance team will consist of a team of Category I and II experts. These various experts will be collectively responsible for meeting the objectives and results to be achieved in these terms of reference.

 

The contractor is responsible for recruiting and mobilizing the experts. The minimum requirements to be met by the entire team of experts are detailed below:

 

Furthermore, all durations of experience are expressed in "full-time equivalent" (ETP).

 

All team members must have the following skills and experience and meet the following conditions:

  • Minimum education level: university studies completed for at least 3 years, attested by a diploma. In its absence, an equivalent of 5 years of professional experience is required.
  • Experience in facilitating and moderating workshops and training sessions.
  • Good communication and presentation skills with both technical and non-technical audiences.
  • Excellent analytical, synthesis and strategic report writing skills.
  • Excellent command of the French language (spoken and written) - CEFR - Level C
  • Knowledge of Arabic and/or Darija (CEFR - Level B2 or higher) will be considered an advantage.
  • Experience in managing multi-stakeholder projects (public institutions, NGOs, donors of funds).
  • Knowledge of Moroccan legal frameworks (Penal Code, Code of Criminal Procedure, Law 10.23, Law 43-22).

A Category 1 expert, possessing skills in managing multi-stakeholder projects (public institutions, NGOs, donors) providing institutional support for prison system reforms, with experience in drafting terms of reference (TORs), strategic action plans, and evaluation reports for public institutions or donors; must be included in the offer as coordinator of the action and focal point with the DGAPR and the Delegation of the European Union in Rabat.

 

The minimum requirements covered by the entire team of experts or the expert for the achievement of the specific objectives are detailed below:

 

 

Expertise related to deliverable 1 (OS1)

Qualifications and skills required:

  • Higher education degree in law, criminology, sociology, political science or statistics applied to social sciences.
  • Excellent understanding of the Moroccan legal framework (Penal Code, Code of Criminal Procedure) and the Moroccan prison system.

Specific professional experience:

  • Proven experience (minimum 5 years) in criminological research or evaluation of public penitentiary policies. Confirmed
  • Experience (minimum 5 years) in the collection and analysis of penitentiary data and quantitative/qualitative methods (statistical analyses, interviews, case studies).
  • Experience in a similar geographical context (understanding of cultural and legal specificities).
  • Experience in institutional settings or with public administrations (an important asset).

Linguistic and technical skills:

  • Proficiency in statistical software and data collection tools, quantitative and qualitative analysis and data management (SlPSS, Excel, R, Access or equivalent).

 

Expertise related to deliverables 2 and 3 (OS1)

Qualifications and skills required:

  • Higher education degree in social sciences, political science, public administration, law or criminology.
  • Excellent understanding of Moroccan legal frameworks (Penal Code, sentencing procedures).

Specific professional experience

  • Proven experience (minimum 5 years) in one or more of the following areas: prison services (e.g., SPIP in France, DGAPR in Morocco); probation or parole; risk assessment (use of standardized tools).
  • A PIEP or similar plan should be drawn up. Proven experience in risk analysis.
  • At least two experiences of collaboration with magistrates, psychiatrists, and workers in prison settings.

Linguistic and technical skills:

  • Proficiency in assessment tools (e.g., LS/CMI, HCR-20, STATIC-99) and software (R, QGIS, NVivo), R/SPSS (statistical analyses), QGIS (mapping), NVivo (qualitative).
  • Knowledge of risk scales (e.g., LS/CMI, HCR-20, VRAG)

 

Expertise related to deliverable 4 (OS1)

Qualifications and skills required:

  • Higher education diploma in public health, clinical psychology, clinical psychology, sociology.

Specific professional experience:

  • Experience (minimum 3 years) in addiction research in a prison setting.
  • Experience in developing social mapping.
  • At least two professional experiences in partnership with penitentiary institutions and civil society actors.

Linguistic and technical skills:

  • Proficiency in software tools for data collection, quantitative analysis (R or SPSS), qualitative analysis (NVivo or ATLAS.ti), mapping (GIS).
  • Excellent writing skills.

 

Expertise related to deliverable 6 (OS2)

Qualifications and skills required:

  • HigherEducation degree in law, criminology, political science or social sciences.
  • Knowledge of tools for preventing recidivism, reintegration, and risk assessment.
  • Knowledge of criminogenic factors (employment, housing, mental health).

Specific professional experience:

  • Experience (minimum 5 years) in the design or implementation of reintegration programs.
  • Experience(minimum3years)inplanning,monitoringandevaluation,andcoordinationof multi-stakeholderprojects.
  • Experience in prison intervention with inmates or former inmates, with vulnerable populations and in risk assessment.
  • Experience in developing individualized pathways for detainees.

Linguistic and technical skills:

  • Ability to identify risk factors (addictions, unemployment, social network).
  • Proficiency in SMART planning tools (specific, measurable, achievable, relevant, time-bound objectives).
  • Proficiency in monitoring tools via indicators (recidivism rate, professional integration).
  • Use of statistical tools (R, SPSS) to analyze data. Use of standardized tools (e.g., LS/CMI, STATIC-99) to assess the risk of recurrence.

 

Expertise related to deliverable 7 (OS2)

Qualifications and skills required:

  • Higher education diploma in social work, law, psychology or political science, social sciences.

Specific professional experience:

  • Proven experience (minimum 5 years) in social reintegration and in particular social work in a prison environment.
  • In-depth knowledge of gender issues in prison settings.
  • Experience (minimum 3 years) in the design of reintegration programs, and in particular for adult minors and detained women (e.g. PIEP, cognitive-behavioral therapies).
  • Experience with vulnerable groups (women, minors).
  • At least two experiences in designing social reintegration programs for incarcerated individuals.
  • Desired knowledge of local NGOs and associations operating in the sector prison/access to justice.

Linguistic and technical skills:

  • Ability to assess the individual needs of prisoners, and in particular of women and adult minors in detention (tools such as the RBR model).

 

Experience related to deliverables 8 and 9 (OS2)

 

Qualifications and skills required:

  • Higher education degree in law, political science, social sciences or sociology/anthropology.
  • Knowledge of the Moroccan context: legal framework, prison context, socio-cultural context

 

Specific professional experience:

  • Proven experience (minimum 5 years) in social work in prison settings, in family mediation.
  • Expertise in drafting legal or social guides.
  • Experience in supporting the families of prisoners is preferred.
  • Knowledge of comparative prison systems (e.g., France, Tunisia), international good practices, experience in data collection and processing.

 

Linguistic and technical skills:

  • Design of informational materials for vulnerable audiences; good writing skills
  • Advanced proficiency in software: Canva (design), QGIS (mapping), KoboToolbox (data collection).

 

Expertise related to deliverable 10 (OS3)

 

Qualifications and skills required:

  • Higher education degree in political science, social sciences, law, or social psychology.
  • Mastery of innovative training approaches in pedagogy/adult education, andragogy, training engineering.
  • Knowledge of the prison environment in Morocco.

Specific professional experience:

  • Proven experience (minimum 4 years) in designing and deploying training programs.
  • Experience in training prison officers for diverse audiences.
  • Knowledge of international standards (Nelson Mandela Rules, EU standards).
  • Proficiency in training needs assessment methods (gap analysis, surveys)
  • Experience in facilitating training sessions. Ability to develop educational modules.
  • Having worked for the benefit of penitentiary establishments in Morocco or North Africa (Asset).

Linguistic and technical skills:

  • Ability to use digital tools (MOOCs, LMS platforms)
  • Knowledge of instructional design tools.

 

Expertise related to deliverable 11 (OS4)

Qualifications and skills required:

  • Master's degree in educational sciences, adult education, or instructional design;
  • Master's degree in pedagogy/penitentiary law + certification in training of trainers.
  • Knowledge of the Moroccan prison context, of the DGAPR protocols (security, rights of prisoners, management of visiting rooms).
  • Mastery of legal texts (Law 23-19 on penitentiary establishments, Moroccan Penal Code).

Specific professional experience:

  • Experience (minimum 5 years) in adult education, including 2 years in a prison environment (guards, social workers, security officers).
  • Experience in designing and facilitating educational modules. Proven experience in training engineering.
  • Experience in planning, monitoring and evaluating training programs.
  • Mastery of adult learning methodologies (andragogy) and innovative teaching tools.
  • Proficiency in training needs assessment methods (gap analysis, surveys).
  • Ability to develop suitable training modules (manuals, multimedia materials, assessment tools).
  • Experience in active learning (role-playing, case studies, simulations). Mastery of animation techniques for adult audiences (andragogy).

Linguistic and technical skills:

  • Proficiency in ADDIE methods (Analysis, Design, Development, Implementation, Evaluation).
  • Use of instructional design tools (Canva, Genially, Articulate 360).
  • Knowing how to develop assessment grids (multiple choice questions, situational exercises, self-assessment).
  • Analysis of training needs through surveys/interviews

 

Expertise related to deliverables 12 (OS5)

Qualifications and skills required:

  • Higher education diploma in law or criminology or sociology or political science or educational sciences. Mastery of adult education pedagogy/training engineering/andragogy.
  • Good knowledge of European practices regarding alternative sentences.
  • Knowledge of the Moroccan context (Moroccan Penal Code (art. 41-45 on alternative sentences), decrees implementing alternative sentences)

Specific professional experience:

  • Experience (minimum 5 years) in designing training programs, in training engineering for adult/professional audiences in the prison/judicial sector and in pedagogical methodologies.
  • Ability to develop training plans, develop adapted and innovative training modules (manuals, multimedia materials, assessment tools).
  • Experience in facilitating training sessions, in active learning methods (role-playing, case studies, simulations).
  • Expertise in needs analysis, training evaluation and analysis/monitoring- evaluation of training programs (performance indicators).

Linguistic and technical skills:

  • Proficiency in training needs assessment methods (gap analysis, surveys).
  • Proficiency in ADDIE methods (Analysis, Design, Development, Implementation, Evaluation).
  • Use of instructional design tools (Canva, Genially, Articulate 360).
  • Knowing how to develop assessment grids (multiple choice questions, situational exercises, self-assessment).
  • Analysis of training needs through surveys/interviews

 

Expertise related to deliverable 13 (OS5)

Qualifications and skills required:

  • Higher education degree in law/criminology or social sciences or political science.
  • Good knowledge of Moroccan legal texts (Penal Code, Code of Criminal Procedure, Law on Probation, Law on Alternative Sentences).

Specific professional experience:

  • Proven experience (minimum 5 years) in program evaluation or applied research.
  • Experience in capitalisation (collection, analysis and synthesis of good practices). Direct work with probation programs, alternative sentences or criminal mediation.
  • Excellent ability to write a structured document (logical, clear, with actionable recommendations).
  • Linguistic and technical skills: Capitalization methods (collection, analysis, synthesis).
  • Proficiency in tools: NVivo/ ATLAS.ti (qualitative), R/SPSS/Excel (quantitative), Word/LaTeX (writing).

 

Expertise related to deliverables 5 (OS) and 15 (OS5)

Qualifications and skills required:

  • Higher education diploma in sociology, anthropology, social work, or political science or communication.
  • Mastery of innovative approaches in mediation, group facilitation, participatory dynamics.
  • Mastery of techniques to defuse tensions and promote participation. Knowledge of the prison or judicial environment (an asset).
  • Specific professional experience:
  • Experience (minimum 3 years) in facilitating workshops, focus groups, round tables, or participatory workshops with diverse audiences.
  • Experience in writing reports or capitalization sheets, project reporting, capitalizing on experiences, or raising awareness.
  • Experience in popularizing legal or social concepts (e.g., guides, visual aids) and in formulating strategic and operational recommendations.
  • Experience in alternative sentencing, rehabilitation, prisoners' rights, or criminal mediation (an asset).

Linguistic and technical skills:

  • Ability to synthesize qualitative data (interviews, reports).
  • Ability to simplify complex concepts (e.g., alternative sentences).
  • Use of visual aids (infographics, videos, presentations).
  • Proficiency in presentation software (PowerPoint, Canva, Prezi)
  • Use of collaborative tools (Miro, Padlet, Mentimeter).

 

As part of OS6, implementation support requires the service provider to launch a call for subcontracting to ensure the development, editing and publication of communication products and visibility materials.
