About Us 

A+S Consult GmbH is an international consulting and engineering company delivering donor-funded transport infrastructure and mobility projects worldwide. We support clients with technical planning, implementation management, and capacity building to strengthen institutions and ensure sustainable operation and maintenance of complex assets.

Objective:

The project aims to develop a modern, safe, and sustainable Bus Rapid Transit (BRT) network in Quetta, Pakistan, to alleviate traffic congestion and enhance urban mobility. Funded by the Asian Development Bank (ADB), this assignment involves conducting a detailed feasibility study, preparing comprehensive engineering designs, and providing procurement support for the BRT system.

Position: Institutional Specialist

As the Institutional Specialist, you will lead the assessment and design of the institutional and regulatory framework required for the successful implementation, operation, and maintenance of the Quetta BRT system. You will develop legal documentation, propose organizational structures, and design capacity-building programs to ensure the implementing agency is fully equipped to manage the new mass transit network sustainably and efficiently.

Key Responsibilities

·       Evaluate different institutional arrangements and propose a suitable institutional framework for the successful implementation, operation, and maintenance of the proposed BRT system.

·       Conduct institutional capacity assessments to identify the strengths and weaknesses of key stakeholders and clearly define the roles of public sector agencies and private sector involvement.

·       Prepare detailed policies, regulatory, institutional, and financial measures or reforms, including a comprehensive roadmap and timeframe for implementation.

·       Draft legal documentation, such as Acts, Articles, and Memorandums of Association, to clearly distinguish the planning/regulatory functions from the implementation and operational functions.

·       Develop and implement a time-based staffing plan, focusing on local recruitment, and design a comprehensive capacity-building and training program for the newly established transit authority.

·       Develop business processes and produce operation and maintenance (O&M) manuals tailored to the local conditions in Quetta.

·       Propose institutional arrangements to ensure fare collection systems are centrally managed or supervised by the lead agency to secure revenues and maintain financial transparency.

Candidate Requirements

·       Education: University degree in Public Administration, Law, Urban Transport Planning, Institutional Management, or a closely related field.

·       Professional Experience: Extensive experience in conducting institutional capacity assessments, organizational restructuring, and developing regulatory frameworks for large-scale public transport or infrastructure projects.

·       Technical Skills: Strong expertise in drafting legal documentation (Acts, MoUs), preparing staffing plans, and designing capacity-building programs for government or transit agencies.

·       Institutional Knowledge: Familiarity with Multilateral Development Bank (MDB) guidelines, particularly Asian Development Bank (ADB) requirements for institutional arrangements, governance, and capacity development.

·       Languages: Excellent command of English (spoken and written) for technical reporting, legal drafting, and stakeholder coordination.

Assignment Details

Location: Remote with international missions to Quetta, Pakistan.
