The global flows of Official Development Assistance (ODA) have been significantly disrupted by the ongoing coronavirus pandemic. International multilateral donors have redirected a large share of their resources to fund COVID-19 response efforts, designed to stabilize the economic, social, and health sectors of developing countries. Some bilateral donors, on the other hand, have cut their foreign aid and redirected the funds to finance internal needs.

Key findings on ODA flows and trends

ODA represents flows of funds provided by developed states or by their executive agencies (e.g., USAID) to poor countries to promote economic growth and wellbeing. It includes grants, loans, and other forms of assistance. The ODA flows increased by 14% in 2020 compared to 2014, reaching US$157 billion. During the seven-year period analyzed, the lowest levels of ODA flows were reached in 2015 when international donors contributed US$131.6 billion and the maximum value was registered in 2020 at US$157 billion.

Market dynamics

International donors use bilateral and multilateral channels to deliver aid to developing countries. While bilateral transactions are initiated and completed by governments or executive agencies, multilateral transactions are governed by multilateral organizations. DevelopmentAid currently monitors 217 international donor organizations (multilateral and bilateral) including the majority of the European Commission’s (EC) directorates.

The current projections on ODA flows suggest that the majority of bilateral donors will continue to increase their ODA contributions with the United States, Germany and Canada expected to demonstrate the highest growth. On the other hand, projections for the United Kingdom highlight a significant decrease in ODA flows with a probable recovery to pre-pandemic levels, not until 2025.
