DevelopmentAid and consortium partners awarded a framework contract by the European Training Foundation. Experts are encouraged to apply.

DevelopmentAid and INCOM, partners in the consortium led by DMI, have been awarded a framework contract by the European Training Foundation (ETF) to provide expertise for Human Capital Development in EU neighboring countries. Experts and consultants with a background in ETF thematic areas are encouraged to apply for short-term assignments for the period between June 2022 and June 2026.

Widely known for its solid expertise in sourcing, screening, and selecting candidates in relation to the EU framework and technical assistance contracts, DevelopmentAid has previously been part of FWC Beneficiaries 2009 and 2013 and “Services for the Implementation of External Aid” (FWC SIEA 2018).

ETF is a specialized agency of the European Union, a center of expertise, and a catalyst for reforming education, training, and labor market systems to develop and transition the countries bordering Europe. It supports the European Commission and the European External Action Service in their programming so that EU assistance is accurately targeted and matches country capacities and priorities. Working closely with Eurofound and Cedefop, the ETF ensures that analysis and good practices from EU Member States are shared beyond the EU and used to support reforms in partner countries.

The objective of the framework contract is to provide consultancy services in terms of external expertise to support the development and implementation of ETF activities in the field of Human Capital Development (HCD), specifically with regard to Lot 1: Expertise provision.

Experts from ETF Partner countries* and the EU are welcome to apply for the forthcoming short-term assignments related to the ETF thematic areas although it should be noted that the list is not exhaustive and ETF may request additional or new areas of work.

In addition to the list below, typical expertise areas may also include related skills such as project management, stakeholder engagement, monitoring, tools development, innovation and innovative practices and methods of project design, monitoring and implementation, etc.

The assignments will be carried out in the ETF partner countries in Central Asia, the Eastern Partnership, Southern and Eastern Mediterranean, the Western Balkans, and Turkey.

Experts with an excellent command of English and the required minimum level of expertise for the different categories detailed below are encouraged to apply by submitting a resume to db@developmentaid.org. Other language skills required for each assignment will be specified in the specific request for services.

CATEGORY I: Education at least up to Master’s Degree level or equivalent, at least 15 years of relevant professional experience of which at least 10 years are related to the thematic area in the request for services.

CAT II: Education at least up to Master’s Degree level or equivalent, at least 10 years of relevant professional experience of which at least 7 years are related to the thematic area in the request for services.

CAT III: Education at least up to Bachelor Degree level, at least 7 years relevant professional experience of which at least 5 years are related to the thematic area in the request for services.

CAT IV: Bachelor degree or equivalent, at least 5 years of relevant professional experience of which at least 3 years are related to the thematic area in the request for services.

CAT V: Certified skills and competences for the tasks in the request for services i.e, data input, translation, etc., and at least 3 years of relevant professional experience.
