It also includes the transformation of the sea and river fleet, seaport and river ports, port points, the integrated reconstruction of shipbuilding and shipbuilding enterprises, and the maintenance of ship crossings, river shipping routes in accordance with international standards.

It is the implementation of the achievements of science and technology, the introduction of new technologies, the work on ensuring the safety of swimming and the development and implementation of a draft capital program.

Carries out state control over the use, as well as the technical condition of ships, docks and ports of maritime and river transport enterprises. Monitors the implementation of relevant international agreements on trade and maritime transport of Turkmenistan and the legislation of Turkmenistan on trade and maritime transport

In the Turkmen part of the Caspian Sea, state control over the proper observance of the rules and regulations on sea navigation, inland waterways, as well as the requirements of international treaties of Turkmenistan.

Vessels floating under the National Flag of Turkmenistan shall be registered in accordance with the requirements of the Code of Merchant Shipping of Turkmenistan.
