Uluchay

Uluchay Social-Economic Innovation Center is a non-governmental, non-political, non-profit, Sheki – based organization founded in 1995 with a history of delivering effective programs in regions of Azerbaijan.

Uluchay’s trademark is to work in coalitions and networks to strengthen social movements by facilitating cultural and cross-class alliances. As a policy research centre, Uluchay’s work is unique in that we introduce new approaches for social change, including the awareness of economic, social and cultural rights. We work with grass roots constituencies, such as internally displaced persons, farm workers, private sector business owners, and governmental entities, to help bridge the connection between policy research, activist networks and social movements.

Uluchay focuses its policy research work in a manner that cross-cuts political and social strata. Through policy research and reporting, Uluchay strives to focus a social and economic human rights lens on the needs of Azerbaijani people. Uluchay also strives to reframe the debate on civil society participation in public policy development. In addition, Uluchay facilitates in building of strategic alliances to help citizens overcome popular struggles, regionally and nationally.
Uluchay addresses this work through education and advocacy activities in Azerbaijan regional and national forums. The aim is not just to come up with a list of new policy solutions but to reframe the basic terms on which public debate takes place. Our goal is to stimulate public discussion and debate while creating an informed citizenry that can craft a new vision of action for the future.
