Kommunalbanken Norway (KBN) is a fully state-owned financial institution that serves as a cornerstone of public sector financing in Norway. Established in 1926 and headquartered in Oslo, KBN’s primary mission is to provide cost-efficient, long-term financing to Norwegian municipalities and county authorities. With nearly 99.7% of municipalities as clients, it plays a vital role in supporting infrastructure, education, healthcare, and other essential public services.

KBN operates under a non-profit mandate, allowing it to offer loans at more favorable terms than commercial banks. Its lending is funded through the issuance of AAA-rated bonds in international capital markets, which ensures stability and affordability for local governments. The bank also provides expert guidance on public projects, helping municipalities design and implement initiatives that are both financially sound and socially impactful.

A key focus of Kommunalbanken is sustainable development. Through its Green Loan Programme, KBN finances climate-smart projects such as energy-efficient schools, clean water systems, and flood defenses. In 2023 alone, it supported 68 new green projects, contributing to significant reductions in CO₂ emissions and improvements in renewable energy production and waste management capacity.
