The Government of the Republic of Angola (GoA) received financing from the International Bank of Reconstruction and Development (IBRD) and co-financing from the French Development Agency (AFD) towards the cost of the Electricity Sector Improvement and Access Project (ESIAP), and intends to apply part of the proceeds for consulting services.

The Project Coordination Unit (PCU) of the Electricity Sector Improvement and Access Project (ESIAP) intends to contract the services of a consulting firm to develop the Master Plan for the Angolan Electrical System.

The main objective of the study is the formulation a blue print for the electricity networks of Angola master development up for the next 30 years which shall be practical and comprehensive. The Master Plan shall coordinate generation, transmission and distribution expansion to ensure with confidence that all proposed capital investments are not ad-hoc and are in fact part of a long-term structured plan. It will ensure that generation, transmission and distribution network expansion are economically efficient and will provide a realistic framework for customer service improvement and loss reduction. The study shall use the least cost analysis to compare various options available for development of power systems.

The contract duration is eighteen (18) months from the date of commencement of the services, including the reporting deadlines for the separate phases, the validation workshops and audit period of the assignment.

The consulting firm must have at least ten (10) years of experience in power system engineering and economics, and must have experience in the operation of complex power systems involving large sized plants operating on Hydro, HFO, LFO and LNG, and intermittent renewable energy (in particular, wind and solar).

Note: ESIAP reserves the right to verify submitted references and use the information obtained for evaluation purposes.

The Project Coordination Unit of the Electricity Sector Improvement and Access Project (ESIAP) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers, November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

Consultants are strongly advised to limit their Expression of Interest to 30 pages. Company brochures may be included as attachments and will not be affected by the 30-page limitation.

A Consultant will be selected in accordance with the procedures set out in World Bank’s Guidelines: World Bank Procurement Regulations for IPF Borrowers”, dated November 2020 “Quality- and Cost-Based Selection (QCBS) method”.
