  1. The Government of India has received financing from the World Bank toward the cost of the West Bengal Electricity Distribution Grid Modernization Project, and intends to apply part of the proceeds toward payments under the contract for Supply & Installation of Smart Meter with Communication System and Cloud Based Head End System for AMI Solution in TOTEX[1] Model:
  2. The West Bengal State Electricity Distribution Company Limited now invites sealed bids from eligible Bidders that can design, deploy, and maintain the Smart Metering system in TOTEX model. The Bidder shall be responsible for Supply, delivery, installation, commissioning, operation and maintenance of 1-ph and 3-ph whole current smart energy meter for consumers, related RF mesh/4G with fallback to 2G/NB-IoT based communication infrastructure including NMS/DCUs/Routers/Gateways (as required), Cloud based HES, Integration between Billing solution/MDMS and HES, its successful Operational Go-Live and maintain the system throughout the contract period of 10 years from the date of LoA, including 2 years of implementation period in Garia CCC, Bidhannagar-I Division ( Bidhannagar-I CCC, Bidhannagar II CCC, Bidhannagar-III CCC), Bidhannagar-II Division ( Baguihati CCC, Rajarhat CCC (Urban Area), Krishnapur CCC, Teghoria CCC), Newtown Division (Newtown-I CCC, Newtown-II CCC, Newtown-III CCC), Chandannagar Division (Khalisani CCC, Chandannagar-1 CCC, Chandannagar_2 CCC, Chandannagar_3 CCC, Mogholtuli CCC, Tolafatak CCC, Pipulpati CCC, Ballymore CCC). Bidding will be conducted through national competitive procurement using Request for Bids (RFB)  as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), and is open to all eligible Bidders.
  3. Bidders from India should, however, should be registered with the Government of West Bengal or other State Governments/ Government of India, or State/ Central Government Undertakings. Bidders from India, who are not registered as above, on the date of bidding, can also participate provided they get themselves registered by the time of contract signing, if they become successful.
  4. The bidding document will be available online on www.wbtenders.gov.in from 02.09.2022 to 14.10.2022. Bidders will be required to register on the website, which is free of cost. The bidders would be responsible for ensuring that any addenda available on the website is also downloaded and incorporated.
  5. For submission of the bid, the bidder is required to have Digital Signature Certificate (DSC) from one of the Certifying Authorities authorized by Government of India for issuing DSC. (Bidders can see the list of licensed CA’s from the link www.cca.gov.in). Aspiring bidders who have not obtained the user ID and password for participating in e-procurement in this Project, may obtain the same from the website: www.wbtenders.gov.in.
  6. Bids must be submitted online on www.wbtenders.gov.in on or before 1200 hours on 14.10.2022 and the ‘Technical Part’ of the bids will be opened online on 14.10.2022 at 1400 hours. The “Financial Part” shall remain unopened in the e-procurement system until the second public Bid opening for the financial part. Any bid or modifications to bid (including discount) received outside e-procurement system will not be considered. If the office happens to be closed on the date of opening of the bids as specified, the bids will be opened on the next working day at the same time. The electronic bidding system would not allow any late submission of bids.
  7. All Bids must be accompanied by a bid security of the amount specified for the contract in the table below, drawn in favor of The Chief Engineer, IT Cell, WBSEDCL, Vidyut Bhavan, 3rd Floor, Salt Lake City, Bidhannagar, Kolkata-700091. Bid security will have to be in any one of the forms as specified in the bidding document and shall have to be valid for 45 days beyond the validity of the bid. Procedure for submission of bid security is described in Para 9.
  8. The bidders are required to submit (a) registration on e-procurement website (if not previously registered), and (b) original bid security in approved form with The Chief Engineer, IT Cell, WBSEDCL, Vidyut Bhavan, 3rd Floor, Salt Lake City, Bidhannagar, Kolkata-700091 before the bid submission deadline  i.e. 14.10.2022 1200 hrs, either by registered post/speed post/courier or by hand, failing which the bids will be declared non-responsive and will not be opened.
  9. A pre-bid meeting will be held on 14.09.2022 at 1100 hrs. at WBSEDCL, Vidyut Bhavan, Salt Lake City, Bidhannagar, Kolkata-700091 to clarify the issues and to answer questions on any matter that may be raised at that stage as stated in ITB Clause 7.4 of ‘Instructions to Bidders’ of the bidding document. Bidders are advised to download the bidding document prior to the pre-bid meeting in order for bidders to have a good understanding of the scope of the requirements under this contract for discussion and clarification at the pre-bid meeting. Owing to the current pandemic situation, the Pre-Bid meeting may be held in virtual mode, details of which will be uploaded in WBSEDCL Portal as well as e-tendering portal before the scheduled date of meeting.
  10. Other details can be seen in the bidding documents. The Employer shall not be held liable for any delays due to system failure beyond its control. Even though the system will attempt to notify the bidders of any bid updates, the Employer shall not be liable for any information not received by the bidder. It is the bidders’ responsibility to verify the website for the latest information related to this bid.
