Description

The development of a national strategy to improve the municipal solidwaste management sector in the Hashemite Kingdom of Jordan.

The Government of Jordan (GoJ) has requested the assistance ofthe World Bank and the Agence Française de Développement-AFD (French Development Agency) for support for the Regional and LocalDevelopment Project. The development objective of the project is to assist GoJ in promoting regionally balanced local development,principally through municipalities andother ancillary support institutions by: (a) improving the equity andadequacy ofcentral-local resource transfers; (b) restructuring the Cities and Villages Development Bank (CVDB) to improve its efficiency anddiversify its products and services; (c) strengthening municipal financial management, revenue generation and service deliverycapacity; and (d) improving regional planning and inter-municipal coordination to take advantage of economies of scale andstrategic development opportunities.

The Ministry of Municipal Affairs and Cities & VillagesDevelopment Bank, has received financing from theWorld Bank toward the cost of the Regional and Local Development Project, and intends to apply part of the proceeds for consultingservices the development of a national strategy to improve the municipal solid waste management sector in the Hashemite Kingdomof Jordan for which this Request of Expressions of Interest is issued.

The main objective of the consultancy services is to identify the most cost effective, efficient,affordable, and quality-service environmentally and socially sound municipal solid waste management framework in the HashemiteKingdom of Jordan through improvements to institutional, operational, financial, socio-economic, and legal aspects.

The Duties include:

    I.         Task(1): Diagnosis of the existing municipal solid waste management (MSWM) system inHashemite Kingdom of Jordan. The main purpose of the Task is to assess and evaluate the performance of the exiting MSWM system withfocus on quality of services, system efficiency, cost effectiveness, and environmental and social aspects
    II.         Task (2): The Development of possible options and recommendations toward theestablishment of an integrated and affordable municipal solid waste management system in Hashemite Kingdom of Jordan. The mainspecific objective of task 2 is to identify and compare the different possible options for MSWM institutional set-up, operationalsystem (street cleaning, collection, transfer/transport, treatment, recovery and/or disposal), and financial sustainability thatwould improve efficiency, cost-effectiveness, affordability, and quality of service.
    III.          Task (3): Implementation arrangements for therecommended strategy such as feasibility study, strategic action plan, and hands-on assistance including the training program.

The Citiesand Villages Development Bank (CVDB) inviteseligible Consulting Firms to indicate their interest in performing the aforementioned tasks. Interested eligible consulting firmsmust provide information indicating that they are qualified to perform what is required (brochures, description of similarassignments, experiences in similar conditions, availability of appropriate skills among staff, full name of legal entity/entities,place of registration/incorporation, full address, legal form of association and lead consulting firm if any (JV, consortium,sub-consultancy), particular experience in the main tasks shall be for the legal entities involved, turn-over, registration docs,etc.). The information regarding consultant's experience shall include: [Assignmentname, Country/location, Client /address,Start/end dates, Contract value, Value of the services provided by the firm, Duration, Total staffmonths, associatedconsultants/staff-months, Key staff and position, Project key features, and Actual services provided]. Consulting Firms mayassociate with other national or international Consulting Firms toenhance their qualifications. Eligible Consulting firms shall notparticipate in more than one Expression of Interest except in the capacity of sub-consultant.

The detailed nature and scope of the assignment will be available inthe Request for  Proposals (RFP), which will be providedonly to the short list of qualified Consulting Firms to be selected in accordance with the WorldBank's Guidelines: Selection andEmployment of Consultants by World Bank Borrowers, May 2004 (revised October 1st, 2006), Quality- Cost-Based Selection(QCBS) method .

Location and Elapsed Time

The services are expected to be carried out between November,2012 and August, 2013.

The Proposals should include profiles and experience of the company/consortiumleader as follows:

    CompanyProfile: a statement of corporate capability including information related to all firms that will be part of the proposal including the lead consultant identified.
    Letter of Intent:any combination of firms orconsultants should provide a letter of Intent to enter in to an agreement or under an existing agreement to provide theservices

    ·        Project Experience:  Description of similar assignments emphasising experience in similarprojects. For each project performed the consultant shall provide the name and address of the client, date(s) of execution, name(s)of lead and associate firms and financing sources.
