This Request for Expressions of Interest is the follow-up project information for the General Procurement Notice of the Ningbo Municipal Solid Waste Minimization and Recycling Project published on www.worldbank.org on March 21st, 2013.

Ningbo Municipal Government has received USD 80 million loan from the World Bank toward the cost of the Ningbo Municipal Solid Waste Minimization and Recycling Project, and intends to apply part of the proceeds for the following consulting service: Municipal Solid Waste Tariff Mechanism Study (contract ref. no.: NBFL–X-4)

Description of this consulting service:

The consultancy service includes the following scope: investigation and analysis of the current situation of Ningbo municipal solid waste disposal cost and fee; case studies of domestic and international tariff mechanisms for municipal solid waste disposals; development of Ningbo municipal solid waste tariff mechanism and implementation plan, performance evaluation of the implementation of solid waste disposal tariff mechanism; organizing study tours, seminars, and review meetings; The contract implementation period is from Jan 2017 to Dec 2017.

Ningbo Municipality World Bank Financed Project Management Office (PMO) now invites eligible consulting firms ("consultants") to indicate their interest in providing the consulting service. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experiences to perform the consulting service (including company profile, similar consulting assignments completed, working experience under the similar conditions, experiences and skills of suitable personnel undertaking the contract). Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.

Interested consultants should be the consultancy firms or consortium (or colleges, research institutes, or JV not more than 2 members) in the field of municipal solid waste disposal or municipal wastewater/water supply. The consultants should have undertaken at least one tariff mechanism desigh consulting service of municipal solid waste disposal or wastewater/water supply for a city, or at least one study subject on municipal solid waste tariff mechanism at a provincial/ministerial-level since 2010 (based on project agreement signing date or the project approval date). In addition, the consulting team should at least have the following specialists: i) project manager; ii) solid waste specialist; iii) financial specialist; iv) statistical analyst; v) project assistant.

A consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) or Quality Based Selection (QBS) method set out in the World Bank's Guidelines: Selection and Employment of Consultants [Under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers dated January 2011.
