CONSULTING SERVICES « ANNUAL PROCUREMENT POSTREVIEW (AUDIT) FOR THE YEAR 2012-2014»

The Kyrgyz Republic has received financingfrom a consortium of international development organizations including the InternationalDevelopment Association, the Department for International Development of the United Kingdom, KfW Development Bank, Germany, SwedishInternational Development Cooperation Agency and the SwissDevelopment Corporation, toward implementation of the Health and SocialProtection Project, and intends to apply part of the proceeds for consultant services on ANNUAL PROCUREMENT POST REVIEW (AUDIT) FOR THE YEAR 2012-2014.

Overall responsibility for program management andimplementation for the Manas Taalimi Program lies with the Ministry of Health and its Department of Health Policy Analysis, and theMOH's adjunct organizations at the national and regional levels.

The objectives of the Procurement Post Review (PPR) are to review the procurement,contracting, and implementation processes at the facility level across the country under the Health and Social Protection SWApProject to confirm their compliance with the provisions of Grant Agreement.

The PPR team should conduct a thorough review of processes and procedures followed bythe procuring entities and sample contracts that have been selected. Sample review of contracts would include (i) review ofdocumentation available in the files ofthe procuring agencies, and (ii) visit of project sites for physical verification to verifydelivery of goods and works as per contract terms. Where appropriate, and to the extent practical, prices should alsobe comparedwith similar contracts financed by other agencies in the country and the region and verified against international market pricesfor the items in question.

The Ministry ofHealth now invites eligible consultants toindicate their interest inproviding the services. Interested consultants must provide information indicating that they arequalified to perform the services. The shortlisting criteriaare:

  1. Overall experience of the firm (5 years)in the field of assignment
  2. At least three similar assignments (PPR assignments)  - completed during last five years
  3. The availability of key personal with required general experienceand qualification

The attention of interested Consultants is drawn to paragraph1.9 of the World Bank'sGuidelines: Selection and Employment of Consultants by World Bank Borrowers  published in May 2004,Revised October 2006 and May 2010("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest. 

Consultants mayassociate with other firms in the form of ajoint venture or a subconsultancy to enhance their qualifications.

A Consultant will be selected in accordance with the Least-costselection (LCS) method set out in the Consultant Guidelines.
