ASSIGNMENT TITLE:       Consultancy Services for Preparation of Guidance Note on Pastoralist Community / Hunter Gatherer Participation VLUP and Systematic Mass Registration

  1. This request for expression of interest follows the General Procurement Notice for this Project that appeared in the United Nations Development Business (UNDB) online Issues No. 1704 of 4th April 2022.
  2. The Government of the United Republic of Tanzania has received financing from the World Bank for the implementation of the Tanzania Land Tenure Improvement Project under Ministry of Lands, Housing and Human Settlements Development, and it intends to apply part of the proceeds for the payments of consulting services to undertake Consultancy Services for Preparation of Guidance Note on  Pastoralist Community/Hunter Gatherer Participation In VLUP and Systematic Mass Registration The Project Development Objectives is to strengthen the National Land Administration system and increase tenure security in selected areas for both men and women.
  3. The consulting services (“the Services”) involve carrying out the Preparation of Guidance Note on Pastoralist Community/Hunter Gatherer Participation in VLUP and Systematic Mass Registration; To identify norms and cultural of hunter/gatherer and pastoralist group; Assessing recognition of norms and cultural practice of the hunters/gatherer and pastoralist in VLUP and land adjudication; To assess historical continuity with pre-colonial and/or pre-settler societies; Assessing collective attachment to territories and their natural resources; Assessing the customary social, economic, or governance institutions that are distinct; Assessing distinct  language or dialect and their position in maintaining and reproducing their ancestral environments and systems; To assess the sources of conflicts in hunter gatherer, agriculturalist and pastoral areas; Assessing the land tenure in pastoralist areas and their complexity; To assess their communal governance of land and natural resources; To assess how conflict is avoided through negotiation over use rights; To analyze how pastoralist flexibility and opportunities are being blocked through land use change; Assessing How external factors exacerbate underlying tensions; To assess good governance over range lands and resources; To assess ways of strengthening customary institutions among the groups; and To provide guidance note on pastoralist community / hunter gatherer participation in VLUP and systematic mass registration.
  4. The total duration for the entire assignment shall be six (6) months from the contract signing date.

  6. The Ministry of Lands, Housing and Human Settlements Development now invites eligible consulting Individual (“Consultants”) to express their interest in providing the above-mentioned services. Interested Consultants should provide information demonstrating that they have required qualifications and relevant experience to perform the Services. The shortlisting criteria are: Preference will be given to individuals with proven relevant experience in undertaking a task of similar nature, and shall preferably among others, have the following qualifications and experiences:
  1. Master degree in land laws and policies or relevant professional;
  2. Minimum of 5 years of relevant professional experience in the land tenure systems in Tanzania, land laws and policies, and community engagement in development projects and policies;
  3. Record of participation in at least 2 assignments of similar nature and degree of complexity;
  4. Extensive understanding of Pastoralist/hunter gather land tenure system, lifestyle, livelihoods in Tanzania, East Africa or beyond.
  5. Knowledge of analytical methods and tools for mainstreaming social groups in land reform system, justice or related areas;
  6. Sound understanding of social systems and development issues in Tanzania;
  7. Excellent communication, presentation, report writing and analytical skills; Mastery of oral and written English; and
  8. The experience in the World Bank Safeguards Policies will be an added advantage.
  1. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fourth Edition, dated November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultant intending to submit an expression of interest should not have a conflict of interest and unfair competitive advantage as per Bank's Procurement Regulations.
  2. A Consultant will be selected in accordance with the Individual Selection (INDV) Method set out in the Procurement Regulations. Interested consultants may obtain further information at the address below during office hours from 08.00 to 15.30 hours Local time Monday to Friday except public holidays.
  3. Expressions of interest must be submitted through TANePs (www.taneps.go.tz ) on or before 10th February, 2023 at 11:00 Hours Local Time. The Client shall not be held liable for any delays due to system failure beyond its control. Even though the system will attempt to notify the Consultants of any updates, the Client shall not be liable for any information not received by the bidder. It is the Consultants’ responsibility to verify the website for the latest information related to this selection process. Expression of Interests will be opened promptly thereafter through TANePs. An Expression of Interest not received through TANePS shall not be accepted for evaluation irrespective of the circumstances.
