The Republic of Tajikistan has received grant from the International Development Association (IDA) to cover the costs of the proposed Fourth Phase of the Central Asia Regional Links Program (CARs-4) and intends to apply part of the proceeds to payments for consulting services towards the preparation of detailed design and supervision over the construction of safety barriers to improve road safety on selected road sections in severe mountainous terrains.  

Currently, MoT plans to conclude contract with a consulting engineering company with international experience to perform the Consulting services necessary for the preparation of justified design, detailed engineering solutions and preparation of bid documents for the procurement of construction works of safety barriers (VRS – Vehicle Restraint Systems), as well as consulting services for the supervision of its construction.:

The objective of the consulting services (“the Services”) is:

Part A - Detailed design, preparation of bid documents and procurement support services.

The objective of this assignment is to survey dangerous sections of roads of international and republican importance, on which, in accordance with the requirements of standards, it is necessary to increase road safety by preparing detailed design solutions and preparing bid documents for improvements of safety barriers on selected sections in the following directions:

- Dushanbe-Vahdat-Kulyab-Khorog-Kulma pass Road (the following sections: Vahdat-Dangara, Shuroabad-Shkev) 

- Vahdat-Rasht-Lakhsh Kyrgyzstan border Road (the following sections: Vahdat-Obigarm, Nurabad-Kyrgyzstan border Road)

 and;

Part B - Construction Supervision Services

The objective of this assignment is to assist the MoT and its PIG in the implementation of the Contract for construction supervision for the construction of safety barriers along selected road sections in severe mountainous terrains by performing supervision functions for construction to ensure that all work is carried out in accordance with the contract documentation and to administer the construction contract as an "Engineer".

The Ministry of Transport now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

a)         The Consultant should be registered legal entity and should have been in business for the last 5 years in providing Consultancy Services. (The consultant is required to provide the Copy Certificate of Incorporation issued by relevant authority in country of establishment).

b)         The consultant shall provide proven experience for completed a minimum of one contract with the value of (500.000,0 USD) having executed during last 5 years of similar nature indicating the duration, value and years of performance, which should showcase the expertise/ strength of the consultant for undertaking such assignments. 

c)  Experience in designing and supervising of works for bridges and roads related projects in the Commonwealth of Independent State countries (CIS), Central Asia or the Republic of Tajikistan will be an advantage;

Guidance Note for JV and Sub-Consultants:

The requirements for Consultants who intends to associate with other firm(s) in the form of a Joint Venture (JV) or Consortium or a sub-consultancy to enhance their qualifications are indicated as under:

i.          The lead partner is required to be identified clearly and state the composition and nature of their association (JV/ sub-consultant) in their EOI.

ii.         In case of Consultant who intends to associate with other firm(s) in the form of a sub-consultancy, the lead partner shall provide valid reason for proposing a sub-consultant.

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised in November 2017 and August 2018 (Procurement Regulations) setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality Cost Based Selection (QCBS) method set out in the Procurement Regulations.
