Design of “Non-Moving” Parts Production Meter Installations

Request for Expressions of Interest


The Government of Barbados has received financing from the Inter-American Development Bank (IDB), and intends to apply part of the proceeds to payment under the Water and Sanitation Systems Upgrade project, for “Design of “Non-Moving” Parts Production Meter Installations.”

The consulting firm will be required to provide the following:

• An assessment of the existing production capacity of the facility to be used for the determination of the adequately sized meter to be installed.

• Specifications for the installation of the meters which will be compatible with the existing water production facility and any future upgrades and adheres to the following standards: ISO 4064-2:2005(E) and BS EN 14154-2:2005 (Water meters).

• Technical Specifications for the water meters to be purchased and installed.

• Detailed Designs for the proposed work; this shall include pressure monitoring points and meter vaults/chambers in concrete (Blocks) with secure metal covers.  These covers shall resist the ingress of water, shall be easy to manipulate by a single person and shall be specified to resist the loads encountered in the particular location.

• Schematic drawings (drawn to scale) of the layout of the production facility (pumping and re-pumping) including the existing and the new meter locations.

• A bill of Quantities.

The Barbados Water Authority (BWA) Project Execution Unit, the executing agency for the loan, now invites eligible consultants to indicate their interest in providing the services. The general aim of this consultancy is provide the BWA with the highest quality, consistent with current engineering and professional standards, designs for the installation of water production meters, accessories (ancillary equipment) and meter vaults/chambers with covers at each of the seventy-five (75) water meter locations at the forty-one (41) selected water production sites (pumping and re-pumping). The estimated duration of the consultancy is two months.

Interested consulting firms must provide the following information to establish their competence in the performance of the services required:

• A general background of the consulting firm.

• Evidence that they have at least five years (5 yrs.) experience in the design, of bulk meter installations governed by ISO/BS EN standards.

• Evidence of their experience as a consulting firm contracted for services for at least the last five years, and specifically, participation as consultant in a role that is similar to the proposed consulting services within the last three years.

• The availability of the appropriate skills among staff supported by curriculum vitae.

The consulting firm will be selected in accordance with the procedures set out in the IDB’s Policies for the Selection and Contracting of Consultants financed by the Inter-American Development Bank (GN-2350-9) and is open to all eligible bidders as defined in the policies.

The Expressions of Interest will be evaluated based on the qualifications and relevant experience

of the firm and the results will be used to prepare a shortlist of no more than six consulting firms.

The firms included in the shortlist will subsequently be invited to present technical and economic proposals on the basis of a request for proposals mailed to them, which would include a detailed terms of reference.

Expressions of Interest, clearly marked “Design of “Non-Moving” Parts Production Meter Installation.”, must be deposited in the tender box located at the BWA Project Execution Unit, (address below), at or before 4:30 pm on 11 February, 2013, and will be opened at 12:00 hours on the following working day.  Expressions of Interest can also be sent electronically.

The BWA Project Execution Unit will not be responsible for any costs or expenses incurred by applicants in connection with the preparation or delivery of the Expressions of Interest.
