REQUEST FOR QUALIFICATIONS FOR INDIVIDUAL CONSULTANT SERVICES .
Senior Project Manager/Advisor for Human Resource Development and Sustainable Procurement .

INTRODUCTION .
1. The United States of America acting through the Millennium Challenge Corporation (“MCC”) and the Government of the Republic of Indonesia (the “Government”) have entered into a US$600,000,000 Compact for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Indonesia through three projects: the Green Prosperity (“GP”) Project; the Community-Based Nutrition to Prevent Stunting Project; and the Procurement Modernization Project. The Government of Indonesia, acting through the Millennium Challenge Account Indonesia (“MCA-Indonesia”) intends to apply a portion of MCC funding to eligible payments under a contract for which this Request for Qualifications is issued pursuant to the Procurement Modernization Project. Any payments made under the proposed contract will be subject, in all respects, to the terms and conditions of the Compact and related documents, including restrictions on the use and distribution of MCC funding. No party other than the Government and MCA-Indonesia shall derive any rights from the Compact or have any claim to the proceeds of MCC funding .
Background of the Assignment .
2. The Human Resource Development Activity is a comprehension procurement capacity development program that supports the institutional and legal procurement reform and modernization agenda of the Government of Indonesia throughout national and local government. The HRD activity will develop and deliver a formal training and mentoring program to develop the knowledge, skills and abilities that define the procurement professional. The HRD activity will also work to develop the capacity of other professionals who have a role in the public procurement systems including financial managers, technical experts, project managers and auditors. The activity will required developing an extensive training program and materials that build required competencies, and identify and develop trainers and training institutions. The goal of the HRD activity is to establish a sustainable HRD program, to create a core group of at least 500 procurement professionals and develop the procurement capacity of others serving supporting roles in the public procurement system. To achieve these objectives will require an implementation strategy that involves numerous service providers and contracts that need to be procured and managed. The purpose of this consultancy is to provide LKPP the technical support to develop and manage the implementation of the entire HRD activity. The SP activity supports the development of policy and procedures for conducting environmentally and socially Sustainable Procurement. It is an important complement to the HRD activity because the development of the policy and procedures requires capacity development in the understanding of sustainable procurement strategies and how these are integrated into the operation of the procurement system. .
Objectives of the Assignment .
3. MCA-Indonesia is seeking a senior level consultant to assist LKPP implement and manage the capacity development training and technical mentoring activities (“Human Resource Development activity” or “HRD activity”) and the development of the Sustainable Procurement (SP) policies and procedures during the start-up period with options to extend through the full five-year term of the Compact if needed .
4. Scope of Work . The Consultant’s assignments shall include supporting LKPP in the following tasks: 1. Develop the implementation strategy for the HRD and SP activities 2. Develop Terms of Reference (“TOR”) for service providers to be procured to deliver the HRD and SP activities including but not limited to: • Developing course curriculum from basic to advance training in line with the competencies required of a procurement professional • Developing and delivering formal classroom training • Developing and delivering e-learning programs • Building a cadre of professional procurement trainers • Establishing effective procurement training institutions 3. Review and refine competencies of procurement professional 4. Ensure stakeholders understand role and responsibilities of procurement professional 5. Ensure that the training program is designed to develop the procurement professional competencies as adopted by LKPP and accepted by MCC 6. Ensure that the HRD activity establishes a sustainable training program with highly qualified trainers 7. Ensure that there is a system to evaluate and assess the effectiveness of the training program and process to adjust the program in response to assessment findings 8. Ensure that there is a system to assess the quality and effectiveness of the performance of the procurement trainers and training institutions 9. Ensure that the training and professional mentoring program build skills through case studies, simulated experiences and training tools. 10. Ensure the mentoring program includes knowledge management and sharing that is sustainable 11. Develop a tool to assess the training needs of individuals participating in the HRD activity taking into consideration the current level of skills and competencies and the type and range of procurements needs of the participant’s procurement service unit. 12. Apply assessment tool to define the training needs of individual participants and develop individual training plans 13. Ensure that the training program is designed to provide appropriate entry points to meet the needs of varying levels of skills and experience of current participants and also provides an appropriate transition into the HRD activity 14. Develop and deliver the training and mentoring program for SP activity 15. Manage and monitor the performance of MCC-funded consultants implementing the HRD and SP activities 16. Ensure coordination within LKPP on implementation of the Procurement Modernization Program 17. Mentor the HRD program staff of LKPP 18. Coordinate with, lead and mentor the Procurement Advisor for the HRP activity 19. Ensure coordination among stakeholders participating in the HRD activity 20. Provide support to ensure compliance with the terms and conditions set out in the MCC Compact and Program Implementation Agreement (“PIA”) including the Monitoring and Evaluation targets in Annex III of the Compact and the Assessment Requirements in Schedule 4 of the PIA and MCC gender policies 21. Ensure maintenance of organized project files 22. Other tasks may be assigned as related to the scope of this Consultancy .
DELIVERABLES . 5. The Consultant will provide the following deliverables and should be delivered in electronic copies: . REPORT EXPECTED DATE Inception Report Within thirty days after the contract signing Trip Reports Within one week of a mission in Indonesia Regular Progress Reports As requested by LKPP or MCA-Indonesia but not to exceed more than 6 reports annually Final Reports Within two months before the end of the base and each option period .
QUALIFICATIONS . 6. Interested Individual Consultants shall have the following qualifications: • Must have approximately 15 years or more of professional work experience in tasks that are relevant to the activities in this assignment and that demonstrate that the Consultant possesses the knowledge and skills to perform this assignment successfully • Bachelor level degree or equivalent • Advanced training in procurement • Experience must include experience managing the source selection process according to competitive public procurement procedures • Experience must include developing procurement training materials and providing procurement training • Experience must include activity that can demonstrate knowledge in developing or applying sustainable procurement policies and procedures • Experience must include positions of leadership • Experience must include responsibility and duties that demanded oral and written communication skills and interaction with a wide variety of stakeholders to identify needs and achieve results • Experience must include responsibilities and duties that required exceptional attention to detail, data quality, and accuracy of information • Experience must include responsibilities and duties that required high ethical standards • Experience in Indonesia is preferred • Fluent in English (speaking, reading and writing) is required .
DURATION AND PLACE OF PERFORMANCE . 7. The Consultant will be expected to provide a minimum of six months service during the 12 months of the base year contract period and a substantial portion of this effort must be performed in Indonesia. The specific time periods will be agreed between LKPP and the Consultant. It is anticipated that a level of service equal to at least six months will be required during option periods one and two and will decrease for options year 3 and 4. The level of service will be subject to negotiation between the parties when options are exercised. .
HOW TO APPLY . 8. MCA-Indonesia hereby invites interested Individual Consultants to submit their Curriculum Vitae and other documents identified below (Section 9), in addition to a financial proposal (with an all-inclusive daily fee rate) in separate sealed envelopes. Individual Consultants shall only disclose their all-inclusive daily fee rate in their financial proposal which shall be placed in a sealed envelope, separate from the documents requested below. Both envelopes shall be sealed and placed in another envelope. The financial proposal shall be marked: “Financial Proposal, Do Not Open until after the Technical Evaluation”. . 9. Interested Individual Consultants shall also submit the following (in English only or translated to English): (i) Curriculum Vitae (“CV”), using the CV template provided by MCA-Indonesia, detailing the consultant’s professional qualifications, areas of expertise, and experience carrying out similar assignments; . (ii) Proof of all professional qualifications and work experience indicated in their CV. This shall include: copies of all the diplomas and certificates (if available); letters from the previous clients certifying their work experience, or copy of contracts or any other written document(s) that can prove, beyond any doubt, that the consultant has the work experience and qualifications indicated in his/her CV, using CV template provided at the address below in Section 13. . (iii) Professional references (at least three (3) referees) with contact details, including a valid email address. . Failure to submit the information requested in Section 9 (above) will render the application incomplete and may have a negative effect on the selection of the Consultant. . CVs and all the supporting documents shall be in English. .
SUBMISSION DATE AND TIME . 10. Interested Consultants shall submit one (1) original and three (3) copies of their CVs (along with other documents mentioned in Section 9 (above) and a financial proposal to the address below on or before February 22, 2013, by 3:00pm, Jakarta local time. Envelopes should be clearly marked: “Senior Project Manager – Advisor for Human Resource Development and Sustainable Procurement”. Applications received after this date and time shall not be considered. Electronic submissions shall not be accepted. . 11. SELECTION PROCESS . 13. An Individual Consultant will be selected following the Individual Consultant Procedures as defined in the MCC Program Procurement Guidelines (available at the following Website: http://www.mcc.gov/pages/business/guidelines) . 14. Individual Consultants’ CVs and related documents will be evaluated to determine if they meet the qualifications requirements stipulated in Section 6 (above). The education, general qualifications, adequacy for the assignment and language requirements will be evaluated. A Consultant shall be rejected if they fail to achieve a minimum qualifying score of seventy-five (75) points on the technical evaluation. . 15. After the Technical Evaluation, the Financial Proposal of the Consultant with the highest technical score will be opened and evaluated and may be invited to negotiate the contract. Should negotiations fail with the selected consultant, the Financial Proposal on the next highest ranked Consultant will be opened and the Consultant invited to negotiate the contract. . 16. Final selection will be subject to verification of CV, interview, reference checks and price reasonableness of proposed fee. If verification is not satisfactory or the proposed fee is not reasonable, negotiations will be terminated. . 17. MCA-Indonesia is not bound to accept any of the CVs or other documents submitted, and may cancel the selection process at any time without providing any justification to the Consultants
