Introduction

1. The United States of America acting through the Millennium Challenge Corporation (“MCC”) and the Government of the Republic of Indonesia (the “Government”) have entered into a US$600,000,000 Compact for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Indonesia through three projects: the Green Prosperity (“GP”) Project; the Community-Based Nutrition to Prevent Stunting Project; and the Procurement Modernization (“PM”) Project. The Government of Indonesia, acting through the Millennium Challenge Account Indonesia (“MCA-Indonesia”) intends to apply a portion of MCC funding to eligible payments under a contract for which this Request for Qualifications is issued. Any payments made under the proposed contract will be subject, in all respects, to the terms and conditions of the Compact and related documents, including restrictions on the use and distribution of MCC funding. No party other than the Government and MCA-Indonesia shall derive any rights from the Compact or have any claim to the proceeds of MCC funding.

2. This Request for qualifications follows the General Procurement Notice that appeared in dgMarket and UNDB online on November 29, 2013, on the MCA Entity website http://mca-indonesia.go.id/pengadaan/pengumuman-pengadaan/general-procurement-notice-period-november-2013-may-2014/ on November 26, 2013, and local newspaper Kompass on November 30, 2013.

Background of the Assignment

3. The objective of the Procurement Modernization Project is to achieve cost and efficiency savings on procured goods and services, while assuring their quality satisfies the public need, and to achieve the delivery of public services as planned. These savings should lead to greater provision of goods and services to the economy which will positively impact economic growth. Further, the Procurement Modernization Project will help support the implementation of the legal and institutional reforms of Perpres 54 and 70, newly enacted Presidential Decrees on Public Procurement in Indonesia. These regulations require that permanent, independent procurement service units (ULPs) be established through the government, at national and subnational levels. While over 100 ULPs have been newly established throughout the country in response to Perpres 54 and 70, there remains a need to more clearly define the path to establishing ULPs at national and subnational levels, delineate organizational boundaries, and define roles and responsibilities of the ULPs within the structure of the spending units. The most important next steps in the procurement reform agenda for Indonesia are to build the professional procurement workforce, create institutionalized roles and structures that provide sufficient authority to implement good practice, and to provide a career path to incentivize adherence to best practice.

Objectives of the Assignment

4. MCA-Indonesia is seeking a Project Officer/Coordinator for the Human Resource Development Activity of the MCA-Indonesia Procurement Modernization Project, to assist Procurement Modernization Project Director and the Senior Advisor for HRD in implementing Procurement Skills Training Stream Delivery i.e.: E- Learning, Classroom and On-the-job training to each of the pilot ULPs

Scope of Work

5. The Human Resource Development Activity is a comprehension procurement capacity development program that supports the institutional and legal procurement reform and modernization agenda of the Government of Indonesia throughout national and local government. The HRD activity will develop and deliver a formal training and mentoring program to develop the knowledge, skills and abilities that define the procurement professional. The HRD activity will also work to develop the capacity of other professionals who have a role in the public procurement systems including financial managers, technical experts, project managers and auditors. The activity will required developing an extensive training program and materials that build required competencies, and identify and develop trainers and training institutions. The goal of the HRD activity is to establish a sustainable HRD program, to create a core group of at least 500 procurement professionals and develop the procurement capacity of others serving supporting roles in the public procurement system. To achieve these objectives will require an implementation strategy that involves numerous service providers and contracts that need to be procured and managed. The purpose of this consultancy is to provide LKPP the support to manage the implementation of the entire HRD activity. The detailed tasks are described in the TOR of this assignment.

Qualifications

6. Interested Individual Consultants will be evaluated based on the following qualifications: . The consultant must have the following minimum qualifications: • Minimum 2 years of professional work experience in project officer roles, with coordination and liaison responsibilities, in similar donor funded projects. • Experience in program/project management and the ability to work in a multinational environment. • Experience in gathering information from different stakeholders across various geographic locations • Experience in working with the Microsoft suite of applications and specifically, MS Word, MS Excel and MS PowerPoint • Bachelor level degree or equivalent • Fluency in English (speaking, reading and writing).. . In addition to the above the following experience is desirable: • Experience working on projects with the Government of Indonesia • Experience in coordinating events such as workshops • Good knowledge of Bahasa Indonesia.

Duration and Place of Performance

7. This contract is country based, the Supporting Consultant will be expected to provide 40 hours per week (excepting holidays) for 12 months of service in Indonesia during base year contract period. It is anticipated that this level of service will be required during option periods one, two and three. The level of service will be subject to negotiation between the parties when the options are exercised.

(ii) Professional references (at least three (3) referees) with contact details, including a valid email address. . Proof of all professional qualifications and work experience indicated in the CV may be requested to the selected consultant.

10. Interested Consultants shall submit their CVs as per instruction on Section 9 above to the address below on or before May 5th, 2014, 15:00 p.m., Jakarta local time. 13. An Individual Consultant will be selected following the Individual Consultant Procedures as defined in the MCC Program Procurement Guidelines (available at the following Website: http://www.mcc.gov/pages/business/guidelines)

14. Individual Consultants’ CVs and related documents will be evaluated to determine if they meet the qualifications requirements stipulated in Section 6 (above). The education, adequacy for the assignment and language requirements will be evaluated. A Consultant shall be rejected if he/she fails to satisfy any of the mandatory requirements.

15. After the Evaluation of Qualifications, the Consultant that satisfies the mandatory requirements and is deemed most qualified will be interviewed in person or by telephone in order to confirm qualifications. References will also be checked. If the verification process supports the initial findings, the Consultant will be requested to submit a financial proposal and may be invited to negotiate the contract. Should negotiations fail with the most qualified Consultant, the MCA-Indonesia may at is discretion proceed to verify the qualifications of the next highest ranked Consultant.

16. Final selection will be subject to reasonableness analysis of the proposed fee. If verification is not satisfactory and the proposed fee is not reasonable, negotiations may be terminated.

17. MCA-Indonesia is not bound to accept any of the CVs or other documents submitted, and may cancel the selection process at any time without providing any justification to the Consultants.

18. MCA-Indonesia shall entertain a bid challenge from any contractor, supplier, or consultant that claims to have suffered or that may suffer loss or injury due to a breach of a duty by MCA- Indonesia in the conduct of this procurement.
