Project Measures

The currently envisaged Project measures are as follows:

• Upgrading of local roads to all-year gravel or bituminous road standard considering climate resilience aspects

• Implement small additional rural infrastructure on the project roads, which could include repairs to schools and health centres, local access and drainage, small water supply or other measures to be determined through a participatory approach during project implementation, with special attention on the needs of women and girls

• Training measures for capacity building on national and local implementation level and in particular related to climate change adaptation, digital road asset management and in connection with continued selected support to the Public Works and Transport Institute (PTI)

Requested Consulting Services

The project measures will be accompanied by consultancy services for survey, design, planning, tendering, and supervision of construction works, socio-economic monitoring and ensuring compliance with the KfW Sustainability Guideline, World Bank ESS and ILO core labour standards.

The IC shall support and assist the PEA in:

• Review of existing studies and data for confirmation of investment measures,

• Concept design of the measures including conducting required surveys,

• Prepare tender documents in accordance with KfW Procurement Guidelines,

• Assistance to MPWT in implementation of tenders,

• Supervision of works for roads and additional off-road measures,

• Prepare and ensure compliance with environmental and social safeguard documents in accordance with WB ESF,

• Support the Employer in project and financial management, and

• Implement capacity building activities for MPWT, and specifically DPWT and PTI
