Invitation for Expression of Interest

This request for Expression of Interest (EoI) follows the General Procurement Notice (GPN) for this Project that appeared in United Nations Development Business (UNDB) Issue No. WB-0P0015674 of 28th November 2021

The Government of United Republic of Tanzania has received financing from the World Bank toward the cost of the Higher Education for Economic Transformation Project (HEET), and intends to apply part of the proceeds for consulting services.

 The consulting services (“the Services”) shall work under and support National Project Coordinator of HEET in overall aspect of construction management of the project and its sub-components and advice the Project Implementation Team (PIT) on construction issues in implementing the project within Ministry of Education, Science and Technology. The assignment is planned to be executed within maximum of twelve (12) staff months (365 days) from 31st August, 2023 up to 31st August, 2024.

The Ministry of Education, Science and Technology (MoEST) now invites eligible individual specialists (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Such information should include an updated detailed CV duly signed and copies of academic, testimonial, and professional certificates. The interested Consultants should have the following qualifications and experience:

  1. He/she shall have a minimum of degree in Architecture or equivalent. Postgraduate qualification or a degree in other related professions would be an added advantage;
  2. He/she shall be Professional registered with Architects and Quantity Surveyor’s Registration Board (AQRB).
  3.  She/he must have at least Ten (10) years of cumulative experience in the relevant field of architecture, and shall have extensive experience in preparation, building design, supervision and construction management, materials testing and contract management;
  4. She/he must have served in a similar position in at least three (3) building infrastructure projects of similar magnitude and complexity;
  5. He/she must have a working experience of at least 3 years in developing Countries;
  6.  Fluency in writing and speaking English language is mandatory;
  7. The candidate should be eligible and have no Conflict of Interest as per Bank's Procurement Regulations;
  8. Should have well developed interpersonal, good analytical and communication skills strong negotiations skills and ability to cultivate team spirit;
  9. Self-propelled work ethic with ability to stay on task and focused with minimal supervision,
  10. Technical problem solving, project management, dependability, initiative and professionalism are of the utmost importance,
  11. Must be a person of proven honesty and integrity with no criminal record, result oriented and proactive;
  12. Ability to manage and monitor the effective use of resources;
  13. Ability to supervise and direct a team of professional and support staff working on construction projects;
  14.  Ability to work in a multicultural environment and establish harmonious working relationships, both within and outside the organization;
  15. Fast learner, adapts and responds to change, tolerates ambiguity;
  16.  Previous experience in development of reports;
  17. Strong planning, organization and time management skills and ability to manage multiple tasks and projects simultaneously;
  18. Good knowledge of latest developments and technology in construction industry;
  19. Good understanding of construction project cycles, from program needs assessment, through planning, procurement and contracting, monitoring the execution of work and evaluation of project outcomes; and
  20. Good knowledge and understanding of World Bank Projects, public procurement principles, financial and legal aspects of construction issues, ethics and risk management of construction project.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the individual Consultant selection method set out in the World Bank’s “Procurement Regulations for IPF Borrowers” Fourth Edition November 2020 (Procurement Regulations).

Expressions of Interest (EoI) must be submitted to the Secretary of the Tender Board Ministry of Education, Science and Technology, P.O. Box 10, Government City Mtumba Area, Afya Street, Dodoma on or before Friday 14th July, 2023 at 14:00 hours. Tenders will be opened promptly thereafter. Tender opening details will be available to the public and or Expressions of interest alternatively may be delivered in a written form to the address below.
