Description:

The USDA Farm Production and Conservation (FPAC) Operations Branch, Acquisition Division is preparing to issue a solicitation on behalf of USDA Natural Resources Conservation Service (NRCS) for work to enhance degraded wetlands and improve habitat for wetland dependent wildlife on the Leisure property in Annville, Lebanon County, Pennsylvania.  Within the easement, construction of potholes, temporary erosion and sedimentation controls, temporary and permanent seeding, and establishment of trees and shrubs associated with the wetland enhancement.  Tree and shrub planting must take place in the spring (March – April) of 2024.  The performance time to complete the project will be over a three-year period and will end December 2026.

The solicitation will be a Total Small Business set-aside.  Interested contractors must be registered as Active and must complete the annual representations and certifications electronically via the System for Award Management (SAM) at http://www.sam.gov in order to be eligible for award.

A firm-fixed price construction contract is anticipated under Simplified Acquisitions Procedures (SAP). FAR Part 13 and 36 apply.   As such, a bid bond is not required and there will be no formal bid opening.   A Request for Quote (RFQ) is being solicited and will be posted on and available on this site. Award will be made to the lowest priced, responsive offeror.

A payment bond (100% of the offered and accepted price) or other approved alternative payment protection will be required by the successful quoter within 7 days of award.

The solicitation package, construction drawings and specifications will be posted and available from this site on or around July 28, 2023.

A formal site showing will be held and the specific details on date, time, meeting time and place will be made available with the solicitation package.

Magnitude of construction: between $100,000 and $250,000.
