Scope of Work

A Social Protection Specialist/Team Leader will be engaged to provide an overall project management role across all the outputs of the project and ensure timely implementation of project activities working closely with other consulting and non-consulting service providers and in compliance with the requirements of ADB and Government of Vanuatu.

Detailed Tasks and/or Expected Output

The responsibilities of the consultant working with VPMU and IAs will include but are not limited to the following:

(i) Ensures timely implementation and coordination of project outputs including specifically assisting the implementation of output 1 and oversight and coordination with key stakeholders. (ii) Ensures close coordination of the project with government’s social protection programs and DARD’s backyard garden work under European Development Framework 11. (iii) Oversees project planning, implementation, financial management, and procurement, and ensures compliance with government and ADB policies, rules, and regulations. (iv) Oversees and approves the work of the Monitoring and Evaluation firm in consultation with the IAs, the EA, and ADB. (v) Develops and implements a project communication plan including ongoing publications as planned in the budget in consultation with the EA, IA and other relevant consultants. (vi) Monitors project progress and ensures compliance of all parties (EA, IAs, contractors, and consultants) with the grant agreements including the Project Administration Manual, Gender Action Plan, and other project requirements. Ensures timely resolution of implementation issues including mitigating and addressing any risks if needed. (vii) Submits quarterly financial and project progress reports to the PSC and MFEM, and through the MFEM to ADB. Work with IAs and project consultants in preparing the quarterly progress report. (viii) Facilitates timely request and release of funds from ADB including verification of claims and payment milestones working closely with the IAs. (ix) Reviews TORs and assists the EA and IAs in obtaining high-quality contractors and consultants. (x) Supports the PSC on all project related matters; working closely with the Director of VPMU. Support preparation of meeting agenda, communications to convene meetings, meeting minutes, and follow-up on action items and decisions made during meetings. (xi) Organizes project inception, mid-terms review, and project completion evaluation and workshops with the M&E contractor and project stakeholders. (xii) Performs other duties as required to ensure effective and efficient project delivery.
The consultant will report to VPMU Director and concerned implementing agencies during the course of the assignment. The consultant will supervise the rest of the PST consultants and work closely with other project consultants and non-consulting services to ensure smooth project implementation.
The consultant will be engaged intermittently for 29 person-months for a period of 2.5 years. The continuation of the contract is subject to annual performance evaluation by the government. The estimated commencement of the assignment is in September 2023.

Minimum Qualification Requirements

The qualifications for the consultant include the following:

Bachelor’s degree in social services, business, public administration, education, or other relevant fields; (ii) five years of general work experience including at least three years in project management working for government agencies, semi-government agencies, non-government organizations, or international development; (iii) excellent time management skills and attention to detail; (iv) excellent oral and written English skills; oral Bislama skills optional but advantageous; (v) excellent interpersonal relations, planning, coordination, and teamwork skills; (vi) prior experience in working with ADB will be preferred.
