Assignment Title: Consultancy Services for Integrated Digital Monitoring for Agriculture and Irrigation for Strategic Irrigation Modernization and Urgent Rehabilitation Project (SIMURP)

The Ministry of National Development Planning/National Development Planning Agency has received financing from the World Bank toward the cost of Strategic Irrigation Modernization and Urgent Rehabilitation Project (SIMURP) and intends to apply part of the proceeds for consulting services.

The consulting services (‘the Services”) include: (a) Model of Digital Monitoring for Irrigated Agriculture, (b) Database of Irrigation and Agriculture, and (c) Integrated Management Information System of Digital Monitoring. Three outputs above will support the monitoring and management of irrigated agriculture in SIMURP and other areas with various aspects such as cropping intensity, weather patterns, soil moisture, and potential conversion of paddy fields into other types of land use. The model can be used also to monitor the implementation of ISA in terms of irrigation service area and compatibility of the planting period schedule. They will facilitate access to accurate and up-to-date information, allowing for better decision-making in terms of irrigation planning, crop management, and land use optimization. The activity will be executed by 28 professional staffs (1 Team Leader, 5 Experts, 5 Junior Experts, 1 Office Manager, 2 Office Administration, and 1 Driver) within 9 months, (3 Experts and 2 Junior Experts) within 8 months, (8 Junior Experts) within 6 months, and 1 Junior Experts within 3 months. The Ministry of National Development Planning/National Development Planning Agency now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
a. Has a Business Identification Number issued by the OSS Institution.
b. Has the Indonesian Business Field Standard Classification (KBLI):
i. Code 6209: Information Technology Activities and Other Computer Services; or
ii. Code 62029: Computer Consulting Activities and Other Computer Facilities Management; or
iii. Code 63111: Data Processing Activity; or
iv. Code 6201: Computer Programming Activity.
c. Work experience of similar work in consulting services for Information Systems Development/Development of at least one job within the last 3 (three) years either in government and private environments, including as associate/joint venture or sub-contractor.
d. Experience in consulting services for MIS and or System Development with a value of at least equal to 50% (fifty percent) of the total HPS/owner estimate value within the last 10 (ten) years.
e. Have the valid status of Taxpayer information based on the results of Confirmation of Taxpayer Status in the last 2 (two) years.
f. Have ISO 9001 and preferably have a 27001 Certification.

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 and World Bank Procurement Regulations for IPF Borrowers” November 2020, setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost Based Selection- (QCBS) method set out in the Procurement Regulations.
