Consulting Services for Community mobilization and Education for the Promotion of Sanitation and Hygiene in Nampula Province, Districts of Malema, Rapale, Lalaua and Mecuburi - Package 1.

  1. The Government of Mozambique received funds from the World Bank through a donation of 150 million American dollars, for investments in water supply and sanitation in the provinces of Nampula and Zambézia, with the aim to increase access to safe water supply and sanitation, and support the institutional development of the sector through the Water Security Project for Rural and small towns.
  2. In this context, the Provincial Directorate of Public Works of Nampula (DPOPN), intends to hire consultancy services for Community Mobilization and Education, for the Promotion of Sanitation and Hygiene in the districts covered by the project in Nampula Province which will be developed over a period of 12 months.
  3. The methodology to be used by the hired firm must be based on the PEC Manual used in the Water Sector (attached to the ToR), favoring the use of gender transformative approaches, participatory promotion tools and inclusion of everyone in all phases of implementation consultancy, regarding the components of water supply, sanitation and hygiene promotion, including GBV/EAS/AS.
  4. The Consultant's tasks are described in the Terms of Reference which can be obtained at the address below or requested via the following email address:procurement.pas.dpopn@gmail.com.
  5. Interested firms must present their expressions of interest closed and sealed, and for this purpose must clearly indicate the competition number and package in which they are interested.
  6. Interested consultants must provide information demonstrating that they meet the required qualifications and relevant experience described in the terms of reference, namely: Have a minimum of ten (10) years of proven experience in carrying out Community Participation and Education activities in the rural context of developing countries, as well as having extensive experience and knowledge of the water supply and sanitation sector, particularly in the regional context or Mozambican and must submit legal qualification documents in accordance with Mozambican legislation.
  7. The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the November 2020 World Bank “Procurement Standards for IPF Borrowers”, setting out the World Bank Policy on conflict of interest.
  8. Consultants may partner with other firms to enhance their qualifications, but must clearly indicate whether the association is in the form of a joint venture and/or sub-consultancy. In the case of a joint venture, all joint venture partners will be jointly and severally liable for the entire contract, if selected.
  9. The Consultant will be selected according to the QCBS method (Quality and Cost-Based Selection) set out in the World Bank Borrower Procurement Standards.
