Assignment Title: Preparation of exam writers and exam markers
Reference No. (as per Procurement Plan): C-3.5
 
The Ministry of Finance of the Republic of Azerbaijan has received financing from the World Bank toward the cost of the Corporate and Public Sector Accountability Project, and intends to apply part of the proceeds for consulting services.
 
The consulting services ("the Services") include:
 
Scope of services:

i) Design, develop and deliver a programme/training courses for exam writers and exam markers for up to 50 participants in the Azeri language.
ii) Develop exam questions bank (case studies, narrative and computational questions) for all 11 papers of the Azerbaijan Accounting Qualification. The questions bank should be good enough to organize exams for Azerbaijan Accounting Qualification students during 2014-2016.
iii) In cooperation with locally recruited consultants and professionals, including students selected under item (i) above, oversee process of marking exam papers for Azerbaijan Accounting Qualification during 2013 and 2014 calendar years.
iv) Design and develop a tutor certification program.
v) Review the pilot papers submitted for ACCA accreditation and assist the ACCA Accreditation Programme Leader in any remedial action.
vi) Design an oversight process for the security, quality and consistency of writing and marking exam papers.
vii) Together with FSTC develop Strategic Development Plan for Centre for the period of 2014-2016.
viii) Assist the FSTC in implementing its Strategic Development Plan for the period of 2014-2016
ix) Provide Technical and Advisory services to FSTC to recruit and retain best talent for the Centre.
 
Implementation period: October 2013 – December 2014
 
The Ministry of Finance of the Republic of Azerbaijan now invites eligible universities ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
 
The shortlisting criteria are:
 
*Must be legally established higher education university/institute.
*At least 20 years of awarding under graduate and post graduate degrees.
*Have platinum Approved Learning Partner (ALP) status from ACCA.
*Meet the requirements of an internationally recognised Quality Assurance Agency for Higher Education.
*An Internationally recognised Accounting and Auditing faculty with no less than four ACCA (or equivalent) lecturers.
*At least 15 years of international project experience.
 
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers(published in May 2004 and revised in October 2006 and May 2010) ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest.
 
Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications.
 
A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (published in May 2004 and revised in October 2006 and May 2010).
