Assignment Title: Consultancy service for Design Verification and Supervision of Electrification Works in the Cacala, Corea and Caua perimeters

The Government of Angola has received financing from the World Bank and the French Development Agency (AFD) towards the cost of the Commercial Agriculture Development Project (CADP). The Project is budgeted at US$ 230 million and intends to apply part of the proceeds for consulting services for the Consultancy service for Design Verification and Supervision of Electrification Works in the Cacala, Corea and Caua perimeters.

The objective of the contract arises from the need to hire consultants to supervise the work of the execution contract (supply and installation of materials for the electrical energy distribution lines in MV and BT, in the perimeters of Cacála, Corea 1 and Cauá, which will be connected at the service of ENDE (public network).

Term of Reference (ToR) provides the technical information necessary for project supervision, which includes data on the construction of the lines and the supply of materials.

The estimate of man-month is 25.

The Commercial Agriculture Development Project (CADP) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

i. At least five (5) years of experience in supervising the construction of electrical distribution systems.


ii. Practical knowledge and experience of ENDE (Empresa Nacional de Distribuição de Electricidade de Angola) construction standards.


iii. The Company must have completed the supervision of at least four (4) distribution system construction projects for ENDE.


Key Experts will not be evaluated at the shortlisting stage.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance Quality Cost Based Selection (QCBS) method set out in the Procurement Regulations.
