Pre-Solicitation Notification

Procurement of Laboratory Equipment

REF: # MCA-M/CF/WSSA/G/01

To: Potential Offerors

The United States of America, acting through the Millennium Challenge Corporation (“MCC”) and the Government of Mongolia (the “Government”) has entered into a Millennium Challenge Compact for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Mongolia (the “Compact”) in the amount of approximately 350 million USD (“MCC Funding”). The Government, acting through Millennium Challenge Account-Mongolia (“MCA-Mongolia”) intends to apply a portion of the MCC Funding to payments for contracts for goods, works, and services.


The Compact will assist the Government in meeting the projected demand for water in the capital city of Ulaanbaatar for residential consumers and commercial and industrial users through a Water Supply Project, consisting of three closely related investment activities: (i) Downstream Wells Activity, to construct new groundwater wells with attendant transmission lines, reservoirs, and an advanced water purification plant; (ii) Wastewater Recycling Activity, to construct a new wastewater recycling plant and pipelines to provide high-quality treated wastewater that can be used instead of fresh water by water-intensive industries, thereby increasing the amount of fresh water available for household consumption; and (iii) Water Sector Sustainability Activity, to support policy reforms, capacity building, and technical assistance to improve the long-term sustainability of Ulaanbaatar city's water supply.

With regard to the Water Sector Sustainability Activity - MCA-Mongolia is planning to launch an Invitation for Offers (IFO) for the Supply of Laboratory Equipment (REF: # MCA-M/CF/WSSA/G/01).

This assignment will consist of the following two (2) major components, each of which is likely to be a separate Lot and an Offeror may submit its Offers for either or both Lots.

Lot 1 will include Primary Analytical Equipment, Appliance Equipment and Other Devices such as Glassware, Laboratory Aids, and Related Services.

Lot 2 will include Reagents for Analysis, Test Kits and Standard Solutions and Certified Reference Materials. Under this lot, the selected Offeror will be supply 98% pure chemical and reagents for analysis according to the provided schedule.

The procurement will be implemented in accordance with the principles, rules, and procedures set out in the MCC Accountable Entity Procurement Policy & Guidelines (“PPG”), which can be found on MCC’s website at https://www.mcc.gov/resources/doc/ae-procurement-policy-guidelines/ and will be open to all offerors from eligible source countries as defined in the MCC PPG.

MCA-Mongolia plans to announce a Specific Procurement Notice (“SPN”) for this IFO in the coming months on the United Nations Development Business (UNDB Online) website at http://www.devbusiness.com/, the Development Gateway Market (dgMarket) website at http://mcc.dgmarket.com/, MCA-Mongolia website at https://mca-mongolia.gov.mn/, in local newspapers, and other media outlets as appropriate.
