Request for Expressions of Interest

The Government of the Republic of Trinidad and Tobago has received financing from the Inter-American Development Bank (IDB), and intends to apply part of the proceeds to payments under the project COMPETE CARIBBEAN: Private Sector Development and Competitiveness, for consulting services ("the Services") is aimed at advising the PPP Execution Team towards the determination of the commercial viability and the development of a PPP Business Case for Two Health Diagnostic Centres, so as to facilitate project implementation up to financial close for a one year period, ending November 2014. Compete Caribbean is a private sector development program jointly funded by the Inter-American Development Bank (IDB), the United Kingdom Department of International Development (DFID) and the Canadian International Development Agency (CIDA) in partnership with the Caribbean Development Bank (CDB) to provide technical assistance grants and investment funding to support productive development policies, business climate reforms, clustering initiatives and Small and Medium Size Enterprise (SME) development activities in the Caribbean region. Under this consultancy, the main objectives are:

(1) conduct a comprehensive policy review of all national policies impacting on the proposed PPP concept;
(2) conduct a comprehensive national demand analysis study for major diagnostic imaging and major diagnostic laboratory services in Trinidad and Tobago;
(3) conduct a detailed inventory of biomedical and ICT technology of both major diagnostic imaging and major diagnostic laboratory services in both the public and private health sector Trinidad and Tobago;
(4) provide recommendations to the GoRTT on the feasibility of the project as defined;
(5) conduct an assessment to determine the appetite/interest of the local and international private sector to engage in the Design Build Finance Construct Maintain for the project;
(6) prepare a 10, 15, and 20 year demand projection analysis (study) for diagnostic imaging and major diagnostic laboratory services in Trinidad and Tobago;
(7) conduct detailed Value for Money (VfM) and transaction structure analysis;
(8) conduct two (2) multi-ministry/multi-agency risk workshops to facilitate collective identification of project risks..

The Inter-American Development Bank now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information establishing that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc). Consultants may associate to enhance their qualifications.

The consultant(s) working on this assignment should have:
(i) A post-graduate degree in Finance, Business Administration, Economics, or related field.
(ii) A minimum of 10 years of demonstrable professional experience related to the planning and design of PPP projects and the tender and management of PPP contracts across various sectors, including a minimum of 5 years in the health sector, is required. Demonstrated experience with the development of technical options and providing cost and risk information is required.
(iii) Experience in providing expert advice in relation to financial modelling, financial analysis, risk analysis and quantification and delivery options in relation to PPP projects Experience working with international development.
(iv) Experience in providing advice in relation to legislative, planning and approval issues for PPPs and guidance in relation to risk and legal issues associated with the various delivery models being considered
(v) Computer literacy and familiarity with standard office software is required. A Consulting firm will be selected in accordance with the Selection Based on the Consultants Qualifications (CQS) method set out in the Consultant Policies.
