  1. The Islamic Republic of Pakistan has received financing amounting to US$ 213 million from the World Bank toward the cost of Integrated Flood Resilience and Adaptation Project (IFRAP). It is intended that a portion of these funds will be allocated to cover eligible expenses for the hiring of Firm for Monitoring & Evaluation (Consulting Service).
  2. The M&E consulting services (“the Services”) primarily envisage the impact assessment and evaluation of project activities to ensure the achievement of Project Development Objectives (PDOs). (i) Develop a Monitoring and Evaluation Framework for IFRAP Project (ii) collect and report on project performance data (including physical and financial progress); and (ii) provide periodic information on intermediate project results and progress toward higher-level outcomes (iii) carry out an Operational Review of the IFRAP project.
  3. The services are to be started by December2024 and are expected to complete by December 2028, the detailed Terms of Reference (TOR) for the assignment are attached to this request for expressions of interest and can be downloaded from: www.ifrap.org.pk
  4. The Integrated Flood Resilience and Adaptation Project (IFRAP) now invites consulting firms to indicate their interest in providing the required services. Interested consulting firms should provide information demonstrating that they have got the required qualifications and relevant experience to perform the Services.

Shortlisting Criteria

i

General experience:The firm must have a general experience of 10 years of providing services in the same business. Company brochure/detailed profile and registration documents may be attached.

ii.

Relevant experience:The firm must have completed at least two (2) similar assignments in at least five (5) years. These assignments should indicate the nature and scope of services provided, including the use of M&E indicators, data analysis, statistical and research expertise, monitoring, verification and evaluation, MIS tools & systems development, and measuring of targets.

iii.

The firm should provide detailed documentation, including evidence of contract awards, reference letters, and completion certificates from clients, this documentation should include the postal addresses and contact numbers of the clients, and should state the scope of services and deliverables of projects completed

iv.

OverallCapacityMust have adequate financial, human (Core managerial and technical staff) and physical resources to support the consultancy with demonstrable documentary evidence (CVs for specific positions not required at this stage)

  1. The attention of the interested firms is drawn to Clause 3.16 and 3.17 Section III of the World Bank’s Procurement Regulations for IPF Borrowers setting forth the World Bank’s policy on conflict of interest.
  2. Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.
  3. A Consultant will be selected in accordance with theQuality and Cost Based Selection (QCBS) method set out in the WB Procurement Regulations for IPF Borrowers (Procurement in Investment Project Financing, Goods, Works, Non-Consulting and Consulting Services - Fourth Edition, November 2020).
