Scope of Work
The PMU Head will lead the Project Management Unit (PMU) for the project, guide the PMU’s staff and the consultants, monitor their performance, establishing coordination with MECDM, HCC, GPG and other stake holders, overall supervise the project deliveries and performance of various contractors/ suppliers/ consultants. The PMU Head will be the key position and responsible for the successful implementation of the project. He will chair several meetings and committees and take important decisions, convene the meetings chaired by the senior Government officers, provide inputs to the Government agencies/ ministries/ departments and the ADB.
The PMU Head will report to the Permanent Secretary (PS), Ministry of Environment, Climate Change, Disaster Management and Meteorology and be in control of the PMU team and responsible for the day-to-day management of project activities for successful deliveries of the project deliverables and oversee the performance of the PMU. The initial assignment period is 2 years with a possibility of 3-year extension based on performance.Detailed Tasks and/or Expected Output
The PMU Head will be on a Full-Time basis required to undertake the tasks including but not limited to the following: • PMU Head serves as a single point of contact with ADB, maintains project documents, and submits timely reports, Coordinate ADB review missions; • overall monitoring and ensures the compliance of covenants, particularly timely submission of audited project accounts and compliance with safeguard requirements; • responsible for the overall project management, coordination, implementation and monitoring, work with government departments and ensure adequate government reporting requirements; • convene various inter-ministerial/ inter-departmental meetings and provide inputs to the Government and various inter-ministerial committees for discussions and strategic decisions related to the project implementation; • provide secretariat support to the Solid Waste Management Steering Committee, including coordinating meetings and overseeing the preparation and timely circulation of meeting minutes; • responsible for the budgeting and financial planning and management, consolidation of the expenditures and preparation of the fund withdrawal applications; • ensure auditing of loan/grant proceeds and maintenance of all accounts and project financial records; • cause the project financial statements to be audited by an independent auditor and submit the external auditor report to ADB; • conduct with support from staff and consultants the technical review, and approvals/recommendations for approval of the designs for the project components; • provide inputs and supports Government and stakeholders in taking prudent decisions related to project design and implementation; • with assistance from the International and National consultants and staff will provide supports for the effective inter-agency coordination; • establish healthy work environment, work closely with consultants with collaborative approach and ensure effective oversight coordination among the PMU staff, consultants, contractors and suppliers, municipal agencies and third parties as necessary; • ensure timely submission of and in required form and quality of the progress and the compliance reports; • ensure adequate resources allocation and be overall responsible for the implementation and monitoring of safeguards implementation activities, supervision and monitoring of contractors and private sector; • responsible for effective management of staff resources to ensure delivery of construction and other contracts on time and budget; • ensure strict implementation of the contract specific Environmental Management Plan (EMP) by the respective contractors and submit regular monitoring reports to the monitoring agencies and the ADB; • coordinate with regulatory agencies to ensure associated facilities are consistent with ADB’s Safeguard requirements, overall responsible for preparation and timely submission of the Environmental Monitoring reports to ADB; • responsible for efficient working of the grievance redress mechanism and address any grievance raised by affected persons including via ADB’s accountability mechanism; • in the event of unanticipated environmental and social impacts update safeguard documents and take necessary corrective action; • preparation and submit of monthly/ quarterly/semi-annual and annual project progress reports to ADB in the agreed format; • responsible for the procurement activities with the support of the consultants, preparation of the bidding documents, request for proposals, bid evaluation reports, clarifications to ADB and negotiations; • ensure establishment of the procurement management system and procedures (SOP) and its adherence during the various procurement activities. PMU may also like to follow “ADB’s Contract Management – Guidance Note on Procurement, December 2021”; • ensure timely recruitment of the consultants for the project, i.e. firm(s) and individual consultant (s). With support of the consultants timely preparation of all necessary documents viz. Expression of Interest (EOI), Terms of References, Request for Proposal (RFP) etc.; • identify the capacity gaps and arrange Training Program to the concerned staff to improve institutional efficiency on the relevant aspect of the project viz. safeguard, procurement and contract management, financial management, quality control etc. as and when required; • Responsible for overseeing the quality of subproject contracts including processing of progress certificates, review of extension of time claims, preparation of change orders and non-conformance notices, subproject implementation progress monitoring, and subproject cost monitoring. • ensure effective contract administration, identification and wetting of the contractual risk during the implementation of the contracts (viz. time & cost over-run, unsafe work places, anticipated variations/ change-orders, delayed payments and potential claims/disputes) and take necessary remedial measures to mitigation the risk; • ensure effective public outreach to the media and other resources/stakeholders; • ensure timely preparation and quality submission of various reports as per requirements and • any other tasks as deemed fit to increase efficiency for the efficient working of the PMU.
Minimum Qualification Requirements
The PMU Head shall have a bachelor’s degree preferably in Engineering/ Project Management/ Law or equivalent. A master’s degree in Civil Engineering or added qualification in financial management/ contract administration/ project management/ Law or related subject shall be preferred.
The PMU Head shall have at least 15 years of general experience, and 10 years of specific experience in project management, planning, design and implementation of the urban infrastructure projects. Working experience in the Solid Waste Management (SWM) shall be added advantage. The candidates with working experience on projects funded by the ADB/ World Bank or other International Financial Institutions (IFIs) will be preferred.
