Assignment Title: The Development of Monitoring and Evaluation Mechanism for Sustainable Urban Development

The Government of Indonesia had received financing from the World Bank toward the cost of the Global Environmental Facility Indonesia Sustainable Cities Impact Project (SCIP) and intends to apply part of the proceeds for consulting services.

The consulting services (“the services”) include: (a). Desk Study on sustainable cities/urban development concepts and its measurement, (b). Review of the current IKB indicators in each KPN Mission according to sustainable urban development concepts. (c). Deep dive into IKB indicators for Mission 1: Enhancing national urban system that promotes equality, prosperity, and fairness (urban system); Mission 2: Encouraging livable, inclusive, and cultured cities; Mission 3: Promoting developed and prosperous cities (urban economic); Mission 4: Promoting green and resilient cities, and Mission 5: Enhancing transparent, accountable, smart, and integrated urban governance (urban governance), (d). Refinement and updating of the IKB and analysis of cities/municipalities/urban areas status based on each mission, (e). Desk study on monitoring-evaluation practices for sustainable cities and analysis of pilot cities profile on current respective monitoring and evaluation mechanism, (f). Formulation of technical guideline for monitoring and evaluation mechanisms for sustainable cities, (g). Integration of monitoring and evaluation mechanisms for sustainable cities into existing platforms, and (h). Piloting the implementation of technical guidance for monitoring and evaluation mechanisms for sustainable city development programs in pilot cities. The Services are expected to start in November 2024 and be performed during a period of 13 months. The total estimated level of effort is approximately at 169 technical/professional staff months. The Directorate of Local Department at the Ministry of National Development Planning/National Development Planning Agency (BAPPENAS) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide comprehensive information demonstrating that they have the required qualifications and relevant experience to perform the Services. Interested Consultants must provide sufficient description of similar assignments (including location/ country, name of the Employer/ Client, type of services provided, period of contract, contract amount, starting and completion dates), and availability of appropriate skills among permanent staff, and so forth. The shortlisting criteria are:

  • Working in consulting services for at least 1 (one) job within the last 3 (three) years within the government or private sector, including subcontracting experience.
  • Similar work based on the type of work, job complexity, methodology, technology, or other characteristics that can describe similarities, at least 1 (one) job within the last 3 (three) years both in government and private environments, including proven subcontracting experience with proof of contract/reference from the user accompanied by the amount of the contract.

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers dated November 2020 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant’s Qualifications-based Selection (CQS) method set out in the Procurement Regulations.
