The People's Republic of China has received financing from the World Bank toward the cost of the Second Liaoning Medium Cities Infrastructure GEF Grant, and intends to apply part of the proceeds for consulting services. One of the objectives of the Project is to provide consulting services in the design and supervision of the start-up of the Urban Water Supply Information Management System for Yingkou Water Supply Company, to realize the scientific management and distribution optimization of the network.

The consulting services ("the Services") include:

a) Establish GIS platform;
b) Establish information system platform of the network management;
c) Procure software and hardware;  
d) Provide operation & management manuals;
e) Training network dispatching and operation staff of the Client.

The implementation period is 9 months.

Liaoning Urban Construction & Renewal Project Office (LUCRPO) on behalf of Liaoning Financial Department [who will be in charge of disbursement] and the Client [who will sign the contracts] as the project implementation entity now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: the Consultants should have successful achievements and experiences on similar projects in past 5 years, and provide the information on these concerned projects.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers (May 2004 and revised Oct.2006) ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications.

A Consultant will be selected in accordance with the QCBS method set out in the Consultant Guidelines.
