The National Centre for Rural Water Supply and Sanitation (NCERWASS) has received financing through the AusAid-World Bank Strategic Partnership in Vietnam Trust Fund. NCERWASS intends to use this financing to hire consulting services to assist in delivering the expected water supply results for the Program for Results Rural Water Supply and Sanitation National Target Program (hereafter called "the Program").

The objective of the consulting services ("the Services") is as follows:

To strengthen the technical capacity of NCERWASS, PCERWASS and water providers to monitor water quality and improve water safety planning for rural water supply schemes.

The Services will focus on:

*Assessing the existing capacity of PCERWASS and water providers to monitor water quality at rural water supply schemes;
*Developing manuals and training materials for water quality monitoring and water safety planning for rural water supply schemes;
*Training the staff of NCERWASS, PCERWASS and water providers on water quality monitoring and the development of water safety plans
*Supporting PCERWASS and water providers to develop and implement water safety and water quality monitoring plans for water providers.

NCERWASS now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

*Technical and management ability of the Consultants;
*Experience in the water quality analysis and consultancies for survey, design, construction, training, management, operation of rural water supply schemes/providers with the similar size to this contract; Experience in implementing the contract of ODA's project is preferable;
*Experience in the geographical region
*Proven experience in building the capacity of developing country government counterparts via training, on-the-job support, and other capacity building modalities;
*The ability to deploy and support an experienced team of water quality specialists on water quality, monitoring of rural water quality, water safety planning for rural water supply schemes; and
*The Consultant should be registered as a business for performing technical analysis (water quality analysis) in the water sector including conducting training.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers dated January 2011 ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.

A Consultant will be selected in accordance with the QCBS method set out in the Consultant Guidelines.
