Provision of Consultancy Services for Independent Evaluation of the GCF's Approach to and Portfolio of Climate Information and Early Warning System Interventions

Eligibility criteria: Eligible bidders must be qualified, reputable, and experienced firms with a proven track record in evaluating climate change portfolios at a corporate level. Expertise in conducting mixed methods evaluations, including qualitative and quantitative methodologies, such as focused group discussions and key informant interviews, is required. Additionally, bidders should demonstrate experience in handling household survey data and in-depth knowledge of statistical analyses and impact evaluation methods. The team should consist of members with expertise in climate change mitigation and adaptation, especially regarding Climate Information and Early Warning Systems (CIEWS), with at least a 7-10 years of relevant experience. The team leader must have 15 years of experience in leading complex evaluations, managing teams to deliver outputs within deadlines, and possess strong writing and analytical skills. Bidders must ensure that there are no conflicts of interest and that all team members maintain independence from ongoing or past GCF-related activities.
