Quick summary

Objectives: This tender, issued by the Green Climate Fund (GCF), seeks consultancy services for the independent evaluation of GCF’s approach and portfolio of Climate Information and Early Warning System (CIEWS) interventions. The evaluation aims to assess the relevance, efficiency, effectiveness, and impact of GCF's interventions in the context of climate information and early warning systems. It will focus on evaluating the contributions and coherence with global early warning systems initiatives, assessing cost-effectiveness, and evaluating the potential for scalability and sustainability in various ecological and regional contexts.
Eligibility criteria: Eligible bidders must be qualified, reputable, and experienced firms with a proven track record in evaluating climate change portfolios at a corporate level. Expertise in conducting mixed methods evaluations, including qualitative and quantitative methodologies, such as focused group discussions and key informant interviews, is required. Additionally, bidders should demonstrate experience in handling household survey data and in-depth knowledge of statistical analyses and impact evaluation methods. The team should consist of members with expertise in climate change mitigation and adaptation, especially regarding Climate Information and Early Warning Systems (CIEWS), with at least a 7-10 years of relevant experience. The team leader must have 15 years of experience in leading complex evaluations, managing teams to deliver outputs within deadlines, and possess strong writing and analytical skills. Bidders must ensure that there are no conflicts of interest and that all team members maintain independence from ongoing or past GCF-related activities.
