The Republic of Croatia has received a loan from the International Bank for Reconstruction and Development (IBRD) toward the cost of the Coastal Cities Water Pollution Control Project 2, and it intends to apply part of the proceeds of this loan to eligible payments for caring out consultant services for Preparation of project documentation for water management structures in this region. This Request for Expressions of Interest includes one Contract for Consultant services for Preparation of design documentation for water utility facilities.
Contract is:
HV/QCBS/PU-C12 Preparation of design documentation and studies for application for EU funds (wastewater disposal and water supply)
Implementation of activities envisaged under this contract should result in high-quality professional and technical basis for preparation of options and selection of the most favourable solution of the water supply and wastewater collection and treatment systems (based on existing planning and technical documents, studies and other documents), that are technically and operationally compliant with EU standards and economically and operationally sustainable and socially affordable in Croatian circumstances.
Consulting services shall include the following activities:
Analysis of the current state
Needs analysis
Establishment of loss management systems
Preparation of technical solutions (preparation of preliminary concepts with options on the level of conceptual solutions, preparation of preliminary and final designs for selected options of water supply and sewerage, preparation of preliminary designs for water and/or wastewater treatment plants)
Environmental Impact Assessment
Implementation and procurement plans
Financial and economic analysis
Feasibility Study
Preparation of application for the Cohesion Fund
Assistance in the process of endorsement of Project application
Correction of application in accordance with the requirements
Signing of this Contract is expected in June 2014. The period for Consultant services is estimated on 15 months.
Along with the above defined activities, the Consultant is obliged to fully comply with the requirements prescribed by EU Guides and relevant Croatian legislation.
The Feasibility Study and Application must be prepared as integral documents together with all necessary background documents, annexes and documentation in accordance with EU requirements, while keeping in mind the requirements of relevant documents, in particular the Council Regulation 1083/2006 laying down general provisions on the European Regional Development Fund, the European Social Fund and the Cohesion Fund, Commission Regulation 1828/2006 setting out rules for the implementation of Council Regulation 1083/2006, and the EU Guide to Cost-Benefit Analysis of Investment Projects (June 2008).
All technical solutions shall be compliant with the EU Drinking Water Directive (98/83/EEC), i.e. for wastewater collection and treatment, with the requirements of the Urban Waste Water Treatment Directive (91/271/EEC).
For all facilities that will be included in the short-term development plan with intervention measures, i.e. which shall be the subject of project application for the Cohesion Fund, it is necessary to prepare design documents (preliminary and final designs) fully in accordance with the Physical Planning and Construction Act (OG No. 76/07 and subsequent amendments), as well as other relevant Croatian regulations, all in order to obtain the location permits and confirmations of final designs.
All applications for assistance from the Cohesion Fund must contain an environmental impact assessment similar to that envisaged in the Council Directive 85/337/EEC as amended by 97/11/EC (Environmental Impact Assessment (EIA) Directive).
Also, the Environmental Impact Assessment for the wastewater treatment plant with pertaining wastewater collection and transport system of the Pula - Center agglomeration must be prepared in accordance with the Environmental Protection Act (OG No. 110/07) and Regulation on environmental impact assessment (OG 64/08, 67/09).
Hrvatske vode invites eligible consultants to indicate their interest in providing these services. The firms are invited to send their expressions of interest with documents in Croatian and English on not more than 30 pages, containing the following information:
*Description of the firm, core business and years in business, staff qualifications and basic financial indices in operation of the firm during the last 3 years,
*Qualification in the field of the assessment including reference list of similar projects
*General qualification and number of key staff (CVs are not required at this stage).
"Consultants may associate to enhance their qualifications. The association may take in the form of a Joint Venture (JV) or a subconsultancy. In the case of a Joint Venture, all members of the JV shall be jointly and severally liable for the assignment. Interested consultants should clearly indicate the structure of their association and the duties of the partners and subconsultants in their application. A firm shall submit only one EOI in the same selection process either as a single entity or as a partner in a Joint Venture. No consulting firm can be a subconsulant while submitting an EOI either as a single entity or as a partner of a joint venture in the same selection process. However, a firm may participate in more than one consultancy, but only in the capacity of a subconsultant."
A consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers, first printed May 2004, revised October 2006. Hrvatske vode will carry out the selection of the consultants who will be included in the short list and invited to participate in the competition. Selection of Consultants for performing this Service will be carried out in accordance with Quality and Cost Based Selection Method – QCBS.
