The Government of Albania has received financing in the amount of US$ 980,000 from the World Bank toward the cost of preparing the Water Sector Investment Project. The Water PIU in the Ministry of Public Works and Transport intends to apply part of the projects proceeds for consultant services. The services include the DURRES SOCIAL ASSESSMENT, Contract No CsD4.
The performance period for the consultancy work is estimated to require about 3 (three) months from contract initiation.
The Water PIU in the Ministry of Public Works and Transport now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications. The “association” may take the form of a Joint Venture or a sub consultancy. In case of a Joint Venture (JV), all members of the JV will be evaluated jointly for the purpose of short listing and shall be jointly and severally liable for the assignment and shall sign the contract in case of award is made to that JV group. Interested consultants should clearly indicate the structure of their “association” and the duties of the partners and sub consultants in their application. Unclear expression of interests in terms of “in association with” and/or “in affiliation with” and etc. may not be considered for short listing. Keeping one expression of interest per firm as principle, a consultant firm may decide whether it wishes to participate as a sub consultant or as an individual consultant or as a partner in a joint venture. Please note that a firm shall submit only one EOI in the same selection process either individually as a consultant or as a partner in a joint venture. No firm can be a sub consultant while submitting an EOI individually or as a partner of a joint venture in the same selection process. A firm, if acting in the capacity of sub consultant in any consultant or JV, may participate in more than one consultant, but only in the capacity of a sub consultant.
The project will construct a new water supply pipeline from a well field located at Fushekuqe to the city of Durres, a distance of approximately 25 km. The pipeline will provide reliable water service to the city. The existing pipeline will be reallocated to provision of reliable water supply to villages and communities located along the existing right-of-way. The project will also support critical improvements to the Durres waste water system.
The selected consultant will carry out two tasks: (1) prepare and assist with the implementation of a resettlement action plan for the new pipeline, waste water system improvements, and possible localized impacts from the supply of community water tanks and associated infrastructure. (2) Carry out a social assessment in communities to be served with reliable water service by the existing reallocated pipeline to help ensure optimal and sustainable impacts.
The main objective of the RAP will be: i). Provide a description of the project and the components for which land acquisition and resettlement are required and describe steps taken to minimize resettlement in determination of the pipeline route. This will include the footprint of the pipeline itself as well as any associated activities needed to facilitate pipeline construction; this may include land used temporarily for equipment parks, lay-down areas, strengthening of bridges / culverts and modifications of roads, etc. ii). Review the legal framework of the borrower’s jurisdiction with respect to the provisions of OP 4.12; set out measures needed to bridge any gaps between the two to ensure compliance with World Bank policy. iii). Carry out a baseline census-survey of all affected people / households, businesses or other activities taking place in the impact area. The survey will take stock of all physical property and assets held by affected people and gather sufficient data to assess any temporary or permanent impacts which affect income streams of affected people or businesses. iv). Establish a list of temporarily and/or permanently affected people, (such as land owners, land leasers, shopkeepers, businesses and employees, etc.) and establish measures and remedies needed to compensate for lost land and assets and measures needed to restore income, as required. This list should include all affected people based on final construction footprints. Provision should also be made for application of the RAP to people affected by unanticipated impacts during project implementation from associated activities, including works needed for provision of community water supply infrastructure
The purpose of the Social Assessment (SA) is to assist in determining the social feasibility of the proposed investment as well as to ensure that the project contributes to building ownership in the proposed water supply improvements; contributes to povery reduction; identifies any potential social issues, negative impacts, or risks related to the project; identifies measures that may be needed to help mitigate those impacts or risks; establishes baseline data for social monitoring and evaluation; and identifies measures that the water supply provider may adopt to strengthen its consumer orientation and improve its interactions with service users.
