Assignment Title: Supervision and Coordination of the Geo-scientific Infrastructure Development Programme

Reference No.: C4 – A5.1

The Government of Mozambique has received financing from the World Bank toward the cost of the Mining and Gas Technical Assistance Project (MAGTAP), and intends to apply part of the proceeds for consulting services.

The consulting services ("the Services") include: (i) supervision of  several geo-scientific activities including airborne geophysical survey, geological mapping, geochemical survey, geo-environmental mapping, acquisition and erection of coresheds stacking system, upgrading of the Mineral Information System, drafting of the Geological Handbook and  translation of the geological explanations (ii) Supervision of Compilation of a new Mineral Resources Map, (iii) Assist MIREM in the procurement process including evaluation of the bids, negotiation of the contracts and final drafting of the contractual documents,  and  (iv) quality control of the products. The implementation period is 60 months.

The Ministry of Mineral Resources now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: (i) experience in projects involving development of geoscientific infrastructure including geological survey, systematic geological mapping and (ii) Experience in developing countries including Africa.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, January 2011 ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications. When expressing interest in association consultants are encouraged to state the form of association.

A  Consultant will be selected in accordance with the Quality and Cost based Selection (QCBS) method set out in the Consultant Guidelines.
