Introduction

The United Nations Development Programme (UNDP) works in about 170 countries and territories, including Jordan since 1976, helping to eradicate poverty, reduce inequalities and exclusion, and build resilience so countries can sustain progress. As the UN’s development agency, UNDP plays a critical role in helping countries achieve the Sustainable Development Goals. The Sustainable Green Pathways & Inclusive Growth Portfolio integrates the solutions for environment protection, climate change mitigation, disaster risk reduction, economic green growth, innovation and gender mainstreaming throughout all of its programs and projects.

The EIA shall be undertaken in two stages: A scoping study and then the EIA study as such shall be developed for the CCEC. The scoping study shall define the issues that need to be addressed in the EIA study, considering the specific context in which the project will be implemented.

The EIA shall be implemented in accordance to well-defined standards, where these complete and interpret each other, and in case of discrepancy between these standards, the following order of priority is considered to define what is required; this ToR in addition to the regulation 21/2001 (and later amendments) and valid national regulations, UNDP Social and Environmental Standards (SES), the World Bank recommendations for the Review of Jordan’s Environment Impact Assessment System[1], and the International Association for Impact Assessment (IAIA) guidelines. A clear structure of the EIA report and table of content shall be approved by UNDP and ASEZA.
