Objectives: The primary objective of the assignment is to conduct a rights-based assessment of the National Cash Transfer Programme (NCTP) in the Occupied Palestinian Territory (OPT). This involves applying a toolkit to evaluate the NCTP's poverty-targeted component against ten key dimensions: legal basis and policy framework, eligibility and coverage, financing, outreach and communication, registration, targeting, benefit adequacy and provision, case management, grievance and redress, monitoring and evaluation. The aim is to identify gaps, stimulate policy shifts, and realign the existing poverty-targeted benefits with international human rights and social security standards. Additionally, this assignment seeks to influence policymakers, drive reforms in social assistance schemes, and ensure a stronger alignment with rights-based principles.
