Description : GGGI is recruiting a highly qualified and experienced Consultancy firm to lead the development of Fiji Energy Master Plan. In coordinating these activities, the Lead Consultant is to be based in Fiji to deliver the key activities and deliverables.
The objective of this consultancy is to develop a National Energy Master Plan that will serve as a strategic framework for expanding Fiji's renewable energy capacity, enhancing energy access, and reducing greenhouse gas emissions. The Master Plan will outline actionable strategies, policies, and investment priorities focusing on renewable energy deployment across the country.
PROJECT BACKGROUND AND OBJECTIVES:
GGGI has a diverse portfolio of programs in developing countries around the world. These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countries’ development priorities. The organization also focuses on knowledge development and management activities which build a strong theoretical and empirical basis for green growth, while providing concrete options and guidance for policymakers; as well as building the conditions for public and private green infrastructure investments.
GGGI is an implementation partner to the Regional Pacific NDC Hub which was established as a response to calls from Pacific leaders to have a regional facility to support countries to meet the goals of the Paris Agreement. The Regional Pacific NDC Hub kick-started Phase IV in September 2024, is owned and driven by the Pacific countries and has been set up to support countries’ NDC enhancement and implementation goals. With financial support from the governments form the Germany, Australia and New Zealand, the UK and the EU, the NDC Hub delivers a range of services to member countries through its four implementation partners, GIZ, GGGI, SPC, SPREP and in contribution to NDC Partnership. Through the Pacific NDC Hub, GGGI delivers technical support in Fiji, Kiribati, Marshall Islands, Samoa, Solomon Islands, Tonga, Tuvalu, and Vanuatu.

The objective of this consultancy is to develop a National Energy Master Plan that will serve as a strategic framework for expanding Fiji's renewable energy capacity, enhancing energy access, and reducing greenhouse gas emissions. The Master Plan will outline actionable strategies, policies, and investment priorities focusing on renewable energy deployment across the country.
The assignment aims to:
a) Conduct overall technical feasible, financeable, and implementable pathway for Fiji to provide a reliable and environmentally sustainable energy to all.
b) To ensure energy security with socio-economic advancement and promote sustainable development to build a self-reliant economy.
c) To exploit domestic renewable energy sources, and reduce import on fossil fuel.
d) To enable stakeholders to refine their commitments to climate change goals and promote more balanced development of the Energy Sector.
A Consultancy firm will be engaged to work closely with Department of Energy (DoE) in collecting the relevant data and information in the nature in accordance with the deliverables required. The consultancy firm may refer to national documents for contextual purposes, however the design and technical recommendations must be established through analysis and assessments guided by this assignment.
Key reference documents which may support the consultants’ assessment may be in reference to the following documents:
• National Energy Policy 2023
• Electrification Policy 2022
• Climate Change Policy
• Electricity Act
• Climate Change Act
• EFL’s ‘Power Development Plan’ and the National Development Plan
The documents delivered through this assignment will be the reference documents for all stakeholders involved in the implementation of Nationally Determined Contribution (NDC) activities in the energy sector. They will also be used for establishing contacts with potential support providers with the aim of leveraging climate finance and support for NDC implementation.
PROPOSED ACTIVITIES AND SCOPE OF WORK:
Activity 1: Inception report and Situational Analysis and Baseline Assessment
The consultant is required to develop an inception report including a workplan, stakeholder mapping and data requirements
The inception report will also include a report on Fiji’s current energy landscape based on :
• A review of previous relevant studies and analysis existing energy policies, regulations, and strategic frameworks in Fiji and considering other renewable planning documents that has been published.
• Stakeholder interviews with relevant agencies, including the Ministry of Public Works, Meteorological Services and Transport, Energy Fiji Limited, and other key stakeholders.
• The baseline report on Fiji’s current energy landscape is to include:
o Current energy generation mix and capacities.
o Energy projects underway and planned.
Existing energy demand and future demand projections with geographical distribution. Identification of barriers to renewable energy adoption (technical, financial, regulatory, institutional).
Activity 2 – Resource Assessment and Technology Feasibility
The consultant shall conduct a full assessment, which includes:
• Map and evaluate renewable energy resources in Fiji, including solar, wind, hydropower, biomass, geothermal, and ocean energy potential especially with the Rural and Maritime Islands.
• Conduct site visits to assess conditions and potential obstacles for renewable energy development at identified locations.
• Integrate all data, sites/ settlements including relevant socio-economic parameters such as schools, health centers, police post, supermarket, Government services, etc. into a GIS map and database.
• Include recommended various renewable energy options, covering factors such as generation potential, levelized cost of energy (LCOE), costs, maintenance, scalability, and environmental impact.
• Investigate the social and economic conditions of rural and maritime islands and with the inclusion of settlements and communities to assess the present and future electricity demand, keeping in mind, availability of electricity, affordability, willingness to pay, potential productive uses of electricity, and population growth.
• Compile findings into a Resource and Technology Feasibility Report, identifying high-potential resources and feasible technologies for short- and long-term deployment.
Activity 3 – Development Strategic Framework for Sustainable Energy Deployment
The activities include:
• Define strategy to achieve goals, and targets established in the NEP and NDP for renewable energy expansion, access and efficiency where indicators including RE expansion and energy intensity are part of the strategy.
• Develop strategic approaches for renewable energy infrastructure expansion, including:
o Grid-connected and decentralized systems.
o Off-grid and mini-grid solutions for remote areas.
• Create mechanisms for integrating renewable energy into the existing grid, with a focus on stability, storage, and flexibility.
• Create mechanisms for off grid solutions in the maritime islands especially with the Fiji Rural Electrification Fund Program.
• Identify the Demand Side Management (DSM) measures as outlined in the Energy Policy, make assumptions about future DSM measures implemented by the government and estimate the effect of DSM measures on electricity demand.
• Prioritize electrification programs to achieve goals as in the energy policy and identify the optimal electrification method for each un-electrified area, especially focusing on rural and maritime islands.
• Identify areas for public-private partnerships (PPPs) and outline strategies to attract private investment in renewable energy projects especially with the Fiji Rural Electrification Fund Program and what other avenues would be possible.
• Document these strategies in a Strategic Framework Document, ensuring alignment with Fiji’s economic, environmental, and energy security goals.
Activity 4: Policy, Regulations and Institutional Recommendations
The activities include:
• Conduct a policy gap analysis to identify required reforms in energy policy, regulatory frameworks, and institutional structures building off the IRENA study being finalized in January 2025.
• Draft recommendations for regulatory changes to incentivize renewable energy adoption, including policies on subsidies, tax breaks, and feed-in tariffs.
• Develop a framework for institutional capacity-building, addressing roles and coordination needs among government entities and stakeholders.
• Summarize recommendations in a Policy and Regulatory Recommendations Report for sustainable, supportive policy and regulatory frameworks
Activity 5: Financial and Economic Analysis
The activities include:
• Prepare financial models for renewable energy project deployment, including CAPEX and OPEX estimates, and identify potential financing sources.
• Conduct an economic impact assessment, evaluating benefits such as job creation, impact on GDP, and energy cost reduction.
• Identify international and national financing sources, including grants, concessional loans, and carbon financing mechanisms.
• Compile findings into a Financial and Economic Analysis Report, providing insights into economic viability and financing options for renewable energy projects.
Task 6: Implementation Plan
The activities include:
• Develop an actionable, phased implementation plan that outlines short-term (0-2 years), medium-term (2-5 years), and long-term (5-10 years) actions.
• Specify timelines, milestones, resources, and responsible parties for each action in the plan.
• Conduct a risk assessment for each phase of implementation, proposing mitigation strategies for potential challenges.
• Document the final Implementation Plan, clearly defining the steps required to achieve Fiji’s renewable energy targets.
Activity 7: Stakeholder Engagement and Capacity Building
The activities include:
• Organize initial consultations and focus group discussions with key stakeholders to gather input on the proposed strategies and goals.
• Develop and conduct training sessions and workshops for government agencies, local communities, and private sector stakeholders.
• Create public awareness campaigns to promote understanding and support for renewable energy initiatives among Fijian communities.
• Document all engagement and training activities in Workshop and Training Reports.
Activity 8: Monitoring, Evaluation and Reporting Framework
The activities include:
• Develop a monitoring and evaluation (M&E) framework with clear, measurable indicators to track progress toward Fiji’s renewable energy targets.
• Define data collection methods, timelines, and reporting procedures to assess the effectiveness of the EMP implementation.
• Propose an adaptive management approach to ensure the EMP can be updated and improved based on new data, technologies, or challenges.
• Document the M&E framework in the Monitoring and Evaluation Framework Report, detailing guidelines for periodic reviews and updates.
• Complete NDC Hub M&E requirements.
Activity 9: Development of the Master Plan
To compile all findings, analyses, and strategic recommendations into a cohesive and actionable Energy Master Plan, ensuring that the client has a thorough understanding of the plan, its implementation strategy, and the tools for ongoing management and evaluation. Activities include:
• Consolidate Findings and Develop Draft Energy Master Plan (EMP)
o Integrate outputs from all tasks into a comprehensive draft of EMP
o See that it provides a clear roadmap, including policy recommendations, technology deployment strategies, financial frameworks and a phased implementation timeline
• Facilitate Stakeholder Review and Feedback
o Share the draft REMP to DoE, CCD and all government agencies, local authorities, private sectors and all other key relevant stakeholders
o Organize workshops to gather feedback on the draft addressing any concerns, suggestions and clarifications.
o Document all feedback, ensuring it is thoroughly reviewed and considered in the final version.
• Finalize the Renewable Energy Master Plan
o Input all the necessary recommendations that have been highlighted by the stakeholders
o Prepare a summary presentation of the Master Plan for high-level stakeholders, highlighting key priorities, milestones, and resource requirements.
• Develop a Knowledge Transfer Toolkit
• Conduct Final Knowledge Transfer Workshop
• Prepare and submit final reports
The pre-bid conference for this RFP will be held virtually through MS Teams after 1 week from the request for proposal is launched to address any queries/clarifications relating to the assignment and procurement process.

IMPORTANT TIMELINES:
The tender submission deadline is MARCH 21, 2025 16:00 HRS KOREAN STANDARD TIME (KST).
If any bidder has any request for clarification on the TOR or any part of the tender documents, GGGI will be happy to clarify if they are received on or before 7 days before the deadline (namely: if the tender submission deadline is 16:00 21 March 2025 KST, then the due date for submission of request for clarification is 16:00 14 March 2025 KST).
Interested parties will be required to register their details on the GGGI e-Green Procurement Portal (https://in-tendhost.co.uk/gggi).
HOW TO OBTAIN THE DOCUMENTS:
Documents can be accessed via the e-Green Procurement Portal by selecting ‘View Details’ on the relevant notice and then clicking the ‘Tender Application’ button. If you are a new supplier, you will be required to register your details. If you have an existing account, you will need to login to the portal. Please refer to the guidance documents under the `Supplier Guidance` area of the portal for further information.
