REQUEST FOR EXPRESSIONS OF INTEREST
Consultancy Service: Development of Landslide Resilience Analytical and Advisory System for National Building Research Organization, Sri Lanka
Reference No: SLMOI/CRES/NBRO/C/QCBS/138
Country: Sri Lanka
Loan No.: IBRD-89960
The Democratic Socialist Republic of Sri Lanka has received financing from the International Bank for Reconstruction and Development (IBRD – World Bank) to meet the cost of the Climate Resilience Multiphase Programmatic Approach (CResMPA), which is being implemented by the Ministry of Agriculture, Lands, Livestock, Irrigation, Fisheries & Aquatic Resources, Sri Lanka and intends to apply part of the proceeds for “Development of Landslide Resilience Analytical and Advisory System for National Building Research Organization, Sri Lanka”.
The Chairman, of the Ministry Appointed Consultants Procurement Committee on behalf of CResMPA now invites eligible consultancy firms to indicate their interest in undertaking the above assignment.
Landslide hazard risk has increased rapidly due to urban migration and new settlements in urban areas particularly with settlements emerging on steep slopes and changing climate conditions, this has led to numerous cutting failures in various locations during monsoon and severe weather situations with the trend growing over the past decade. Compounding the issue, many houses and buildings have been constructed without following the Local Authority's approvals, further complicating the situation. As a result, the National Building Research Organization (NBRO) faces increasing demands to investigate landslide-prone areas, especially during rainy seasons, often under critical conditions. To address this issue, NBRO requires a tailor-made solution to identify potential landslide risk areas and generate applicable mitigation strategies by developing a real-time Landslide Resilience Analytical and Advisory system (LA-Res). The proposed system must include facilities to visualize demographic information, landslide hazard zones, and other spatial layers, such as future development proposals, to create an effective analytical and advisory system for the resilience of landslide risk in the country. In these efforts, NBRO aims to manage landslide risks in Sri Lanka including establishing early warning systems, conducting community awareness programs, and promoting sustainable land-use practices monitoring landslide-prone areas and providing technical guidance to reduce community vulnerability. The system will also integrate facilities to visualize demographic information, landslide hazard zones, and other spatial layers, such as development proposals, to create a Landslide Resilience Analytical and Advisory System (LA-Res). Therefore, this consultancy assignment involves the design, development, and deployment of the LA-Res at the NBRO head office in Colombo linked with district officers managed by the NBRO, Sri Lanka.
The scope of the project is to implement an LA-Res system with the following components:
This assignment cover all landslide-susceptible districts in Sri Lanka, mainly Kalutara, Galle, Matara, Hambantota, Kegalle, Rathnapura, Matale, Kandy, Nuwara Eliya, Badulla, and partially Colombo, Gampaha, Kurunegala, and Monaragala.
