Description : GGGI Indonesia Country Office is inviting eligible firms/entities to submit their proposals for the following scope of work:

Important note: applying firms must provide registration documentation in Indonesia (including Tax Identification Number and an annual operating license).

PROJECT BACKGROUND:
GGGI through the Sustainable Landscape Investments Partnership in Indonesia Project aim to support the Government of Indonesia to increases the Natural Capital Asset (NCA) by private and public initiatives through incentivizing and mobilizing investments that result in significant contributions to national forest and land use FOLU net sink targets. To achieve this target, GGGI worked with several government partners, one of which is Indonesia Environmental Fund.

Indonesia Environmental Fund (IEF), GGGI’s partner in Green Investment, are detrimental to the mobilization of investments of international climate funds. To ensure that the funds are allocated and distributed accordingly to the right beneficiaries, IEF partnered with the key stakeholders such as government bodies, local communities, and business that aware of Indonesia’s current environmental challenges. This to ensure that IEF can manage and integrate the funds with other grant programs for a better sustainability practice in Indonesia.

To achieve the desired goal, IEF has developed the Revolving Fund Facility (RFF) to promote funding for the restoration of degraded lands, expanding forest areas, and enhancing the ecological functions for the land. Furthermore, the program also supports economic development to the forest-dependent communities and reduce deforestation and land degradation. This program also aligned with the PMK No. 124/PMK.05/2020 which shared the same goal to promote forestry businesses, enhancing the local economy and livelihoods, and contributing to the reduction of greenhouse gas emissions in land sectors.

With more than IDR 6.9 trillion (approx. USD 426 million) financial capacity, the priority for this program is to increase Social Forestry capacity for the 12.7 million hectares of forest and will directly affect 6 million people which livelihood depends on the forest and forestry-based business. Specifically, those people are ranging from any individuals or groups engaged in Forest and Land Rehabilitation, forestry business groups, to communities living near the forests. To identify the proper beneficiaries and distributing the loans to the appropriate individuals, IEF has field officers to conduct the screening and application process of the potential debtors around Indonesia. With the current RFF recipient’s uptake are based on Lampung, Southeast Sulawesi, and Central Java, there lies an urgency to develop and implement a proper system-based application that will help IEF field officers to effectively screen the applicants based on the set eligibility and monitor the loan disbursement based on the financial metrics, the performance of the loan, and the progress made by the debtors in accordance to the RFF’s goal.

OBJECTIVE OF THE ASSIGNMENT:
GGGI is seeking a competent firm to undertake the development of the Loan Origination System (LOS) for the assessment and management of applicants, monitoring the loan distribution system, and ensuring the alignment of the disbursement on track to the IEF RFF’s goals. The work shall focus on the identification of the business needs, finalization of the business requirements, implementation of the application development, and User Training, Support, and Manual creation for system use and maintenance.

IMPORTANT TIMELINES:
The tender submission deadline is 24 March 2025, 16:00 pm KST (Korean Standard Time) / 15:00 pm WITA.
Note: If any bidder has any request for clarification on the TOR or any part of the tender documents, GGGI will be happy to clarify if the request is received on or before 7 days before the deadline (namely: if the tender submission deadline is 16:00 15 April KST, then the due date for submission of request for clarification is 16:00 8 April KST).

Interested parties will be required to register their details on the GGGI e-Green Procurement Portal (https://in-tendhost.co.uk/gggi).

HOW TO OBTAIN THE DOCUMENTS:
Documents can be accessed via the e-Green Procurement Portal by selecting ‘View Details’ on the relevant notice and then clicking the ‘Tender Application’ button. If you are a new supplier, you will be required to register your details. If you have an existing account, you will need to login to the portal. Please refer to the guidance documents under the `Supplier Guidance` area of the portal for further information.

ONLINE TENDER MANAGEMENT:
Once in the Tender Management Area for the tender, there are five possible tabs: ‘Tender’, `Tender Documents`, ‘Correspondence’, ‘Clarifications’ and ‘History’. Select the 2nd tab (`Tender Documents`) where you will find useful information regarding the RFP. Scroll down to the heading ‘Tender Documents Received’ where you will be able to view / download the documents.
