Supply, Integration, Training and Maintenance of a Capital Market and Loan Operations Management System

Objectives: The Council of Europe Development Bank (CEB) aims to modernize its current Capital Market and Loan Operations Management System to better facilitate its social integration missions and mitigate operational risks incurred by the existing outdated banking system. This includes replacing the current solution while retaining core functionalities under a framework structured to ensure fairness and competition via a Competitive Procedure with Negotiation. The tender will identify capable providers for the integration, training, and maintenance of the new system. Focus is on a solution that enhances operational efficiency, supports financial operations like loan management, treasury, risk management, compliance, and adheres to regulatory standards. Additionally, the project involves multi-phased engagement to shortlist and negotiate with three qualified bidders, progressively refining proposals to achieve optimal functional, technical, and financial fits. Potential engagement in this process seeks to advance CEB's strategic objectives, promote inclusive social development, and ensure the system aligns with evolved operational and regulatory landscapes.
