Assignment Title: CONSULTANCY SERVICE TO DRAW UP A PLAN FOR THE DEVELOPMENT AND OPERATION OF JUCE (SINGLE WINDOW FOR FOREIGN TRADE)

The Government of Angola has received financing from the World Bank Group's International Bank for Reconstruction and Development (IBRD) toward the cost of the Accelerating Economic Diversification and Job Creation Project (Diversifica Mais) and intends to apply part of the proceeds for consulting services to Draw Up a Plan for the Development and Operation of JUCE (Single Window for Foreign Trade).

The consulting services (“the Services”) include to support the Government of Angola (GoA), in coordination with the UIP (Project Implementation Unit), for the duration of the project, to:

  1. assisting and facilitating, as necessary, discussions between relevant government agencies to help them arrive at appropriate decisions/approaches regarding technical, functional, commercial, financial, operational, legal and service delivery models for the JUCE; and furthermore
  2. help develop, as necessary, the functional, technical and operational requirements for JUCE.

The period expected for the consultancy contract will be 6 months.

The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below.

The Accelerating Economic Diversification and Job Creation Project (Diversifica Mais) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultantsshould provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  • 10 years' experience;
  • Proven track record in developing business process re-engineering, technological infrastructures, IT solutions and platforms.
  • Experience in coordinating relations with stakeholders in complex and politically sensitive situations, ideally in the sectors, import, export and transit of goods as well as in issues related to policies, procedures and IT systems linked to international trade, including management change, risk management and IT service management.
  • Experience in carrying out similar studies in national and international contexts, demonstrated by at least two projects.

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” revised in September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualificationsbut should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS)method set out in the Procurement Regulations.
